The East-West Management Institute (EWMI) seeks a Chief of Party for an upcoming four-year USAID-
funded program to build the capacity of civil society organizations and of government institutions of accountability in Tanzania. The Chief of Party will be responsible for: providing overall technical guidance and program direction; serving as the primary point of contact with USAID, as well as with other donors and implementers and government and non-government counterparts; financial management and staff supervision; and day-to-day activity implementation and management. This is a long-term position based in Dar es Salaam, Tanzania, that offers a generous benefits package. The assignment is expected to start in late fall 2013.
Position: Chief of Party – Capacity Development for Partners for Accountability Program
Location: Dar es Salaam, Tanzania
Qualifications and experience:
• Minimum of 10 years professional experience in development, with 5 years in a developing country and 5 to 7 years of management experience;
• Demonstrated capabilities in institutional capacity development, high-level strategic visioning and leadership, and experience in working effectively with local civil society organizations and other development partners;
• Experience of local government or decentralized governance is desirable or at the minimum an appreciation of the machinery of government in terms of how government operates;
• Proven exceptional leadership in the design, management, implementation, monitoring and evaluation of similar-sized donor-supported programs, with skills in strategic planning, management, supervision and budgeting;
• Experience in managing complex activities involving coordination with multiple program partner institutions is preferred;
• Strong interpersonal and communication skills to fulfill the diverse technical and managerial requirements of the program and to effectively coordinate with a wide range of stakeholders;
• Proven ability to develop and communicate a common vision among diverse partners and the ability to lead multidisciplinary teams;
• Excellent contacts with local civil society organizations and their networks or coalitions.
Education: Master’s degree in management, international development or related field.
