is actively recruiting for National One Health Technical Advisors to be based
in Rwanda.The Advisor will provide tech

nical, managerial, and operational
support to the project’s activities in that country. The Advisor will work
closely with the project’s regional office and may also be responsible for
building and maintaining relationships with USAID, local NGOs, and government
officials.

This
position will support the strengthening of National One Health Platforms in
country, which provide the basis for ensuring that core capacities are in place
for preparing, detecting, reporting, and responding to emerging pandemic
threats.
Project
Description
The
Preparedness and Response (P&R) Project, a component of the USAID Emerging
Pandemic Threats 2 (EPT 2) program, supports the strengthening of National One
Health Platforms (NOHPs).  NOHPs are the mechanisms for multidisciplinary
and multi-sectoral collaboration in the areas of human, animal, and
environmental/wildlife health. NOHPs ensure that core capacities are in place
for preparing, detecting, reporting, and responding to emerging pandemic
threats. At a minimum, a NOHP is composed of public health, animal health, and
environment/wildlife ministry representatives. The NOHP may also include
additional ministries (e.g. trade, tourism, education, or finance), parastatal
organizations (e.g. national laboratories, research institutes, etc.),
representatives of universities, the private sector, NGOs. Multilateral and
bilateral stakeholders and partners, such as WHO, FAO, OIE, and CDC may also
participate. The P&R project also supports the role of the NOHPs in
National Preparedness and Response Planning.
Illustrative
Tasks/Responsibilities
  • Oversee
    and facilitate the planning, implementation, and reporting of P&R
    technical and logistical activities in the country according to DAI and
    USAID rules and regulations.
  • Liaise
    with relevant government officials and partners, including the USAID
    Mission/Office, on a continuous basis to ensure awareness, coordination,
    buy-in, and cooperation for the successful planning and implementation of
    P&R activities.
  • Represent
    P&R in the country and coordinate with focal persons for other EPT 2
    partners.
  • Provide
    on-site technical and organizational development support to the existing
    coordination agencies/mechanisms (NOHPs)to strengthen multi-sectoral and
    multidisciplinary collaboration on disease outbreaks in coordination with
    appropriate international health agencies (e.g. WHO, FAO, OIE, US CDC) and
    key stakeholders.
  • Assist
    with the identification of technical assistance needs to improve the
    management capacity and efficiency of NOHP.
  • Identify
    opportunities to promote the convening of appropriate technical, capacity
    building, and coordinating meetings to promote multidisciplinary
    discussions and assessments of human and animal health data related to
    emerging zoonotic diseases (EZDs)/EIDs and the results of disease outbreak
    investigation.
  • Collaborate
    with senior P&R technical, organizational development and operations
    (OPS) leadership and staff, including at regional P&R offices, to plan
    activities that will facilitate the assessment of strengths and
    capacities, and to address gaps identified in the NOHP.
  • Contribute
    to the analysis of public health, animal health, wildlife and
    environmental services to identify vertical and horizontal linkages useful
    to support EZD/EID field investigations, and work collaboratively to
    maximize efficiencies and cooperation.
  • Communicate
    regularly within the project, and with appropriate government counterparts
    to create activity maps, update and refine activity maps to identify new
    needs, and highlight success stories that can be shared to inform
    stakeholders nationally and regionally.
  • Identify
    and share best practices and tools to inform data-based decision making
    and build capacity.
  • Identify
    opportunities to collaborate with other EPT 2 projects on activities
    aligned with project objectives and country priorities.
  • Collaborate
    with other project staff (as appropriate) to prepare reports, develop
    materials to respond to information requests and otherwise fulfill project
    information sharing responsibilities.
  • Respond
    to requests for information from USAID, other USG representatives, EPT 2
    partners and representatives of government;
Requirements/Experience
  • Advanced
    degree in one (or more) of the following areas: veterinary medicine,
    medicine, epidemiology, public health, and/or preventive medicine or
    related disciplines depending on the needs of the country. Candidate
    should have at least one the following degrees:
  • A
    minimum of 3-5 years of progressive work experience in public health with
    prior management/organizational experience regarding outbreak preparedness
    and response planning and systems; experience with field investigation of
    disease outbreaks or epidemics and data analysis skills preferred.
  • Demonstrated
    ability to apply the principles of public health, epidemiology, disease
    prevention and control strategies to support and strengthen disease
    surveillance and response systems and implementation of International
    Health Regulations (IHR 2005) and/or the Performance of Veterinary
    Services (PVS) Tool.
  • Ability
    to apply the principles of the scientific process to properly interpret
    findings useful for disease prevention, disease control and to determine
    risk; ability to understand data-based decision making strategies.
  • Experience
    with mentoring and sustainable capacity building.
  • Professional,
    technical, and/or management skills required for collaborative
    implementation, including providing and/or identifying technical
    assistance and subject matter expertise to support coordination
    agency/mechanism performance.
  • Practical
    experience working effectively in an advisory capacity with government
    health agencies, multilateral health agencies, and national and
    international nongovernmental organizations.
  • Excellent
    relationship management skills with the ability to liaise, consult, and
    interact professionally with technical and managerial staff, mid- and
    senior-level government officials, and direct supervisor—as well as with
    external agencies, service providers, and client/project (USAID, P&R
    technical and operations staff).
  • Ability
    to employ critical thinking skills and work independently to solve
    problems and contribute to achievement of deliverables.
  • Familiarity
    with USAID rules and regulations preferred.
  • Demonstrated
    ability to work and communicate effectively (speaking and writing) in
    English. Facility with the official working language of the country where
    the position is based preferred.
