Fourteen years of civil war in Liberia claimed
200,000 lives; left 1,000,000 people displaced, and destroyed the country’s
infrastructure and economy. Much progress has been made since the 2003 peace
agreement, but Liberia is still fragile, and enormous challenges remain. NRC
established its program in 2003 and have mainly been working within education,
school building, Information, counseling and legal assistance (ICLA) and SGBV.
Since January 2011 NRC has assisted refugees from Côte d’Ivoire (CDI) as Camp
manager in 5 camps on the boarder to CDI as well as worked with food
distribution, Shelter and protection monitoring in the camps. A tripartite
agreement has been signed between the Government of Cote d’Ivoire, GoL and
UNHCR for the repatriation of Ivorian refugees. UNHCR Liberia does not promote
repatriation at this stage, but they facilitate voluntary return with the
provision of documentation (Voluntary Repatriation Form) and transportation.
The country experiences significant tensions due to ethnic grounds,
gender-based violence, land conflicts, unemployment, lack of education, poverty
and lack of trust in the government. Serious humanitarian needs persist, and
durable solutions will require better services, infrastructure, and consistent
monitoring.

Job description
■The CD has the overall responsibility for the NRC
programme in Liberia, including: ■Leading the Country Programme in accordance
with NRC values;
■Ensuring accountable and high quality programme delivery in the country as
well as promoting cross boarder cooperation with NRC Côte d’Ivoire (CDI)
■Ensuring the safety and security of NRC staff in Liberia;
■Ensuring that the NRC programme is managed and developed in accordance with
NRC’s mission statement, policies and strategies, both global and country
specific;
■Securing of adequate funding for the programme;
■Ensuring that the programme is coordinated with the plans of national
authorities and other organisations and agencies;
■Strengthening formal and informal networks with relevant contacts and
stakeholders;
■Responsible for all NRC advocacy efforts in the country/region, and ensure
that contributions are made to NRC’s global advocacy efforts;
■Representing the organisation at all levels.
■Strategic focus areas the coming two year period:
■Strengthening the NRC response program related to refugees from CDI in Liberia
as well as contributing to relevant cross boarder operations with NRC CDI
■Strengthening the NRC organisational set-up where roles and responsibilities
are clearly defined
■Start planning for the exit of the NRC Liberia program
programme in Liberia, including: ■Leading the Country Programme in accordance

■Minimum 5 years leadership and management experience
■Previous experience from working as a senior manager in a
humanitarian/recovery/development context
■Relevant university degree or higher education, preferably in management,
social sciences or international development
■Well documented leadership and management skills, including change management
■Proven communication and interpersonal skills
■Proven ability to analyse political and humanitarian contexts
■Proven ability to represent an organisation at different levels, including
strong negotiation skills
■Awareness of gender issues
■Fluency in the English language, written and verbal; knowledge of French
desirable
■Knowledge of the context in West Africa is an asset
■Minimum 5 years leadership and management experience
■Previous experience from working as a senior manager in a
