  1. CONTEXT
    AND BACKGROUND
Since
2010, Catholic Relief Services (CRS) as a sub-grantee to Educational
Development Center (EDC) has implemented the AKAZI KANOZE program by promoting
savings groups and trainings in basi

c business skills for youth to overcome the
challenges associated with accessing to microfinance services in Rwanda and
equip them with the necessary skills to expand their small and medium
businesses.

For
the second phase of AKAZI KANOZE (AK2), CRS is responsible for building the
technical capacity of two EDC partners, Health Poverty Action (HPA) and
Association des Volontaires pour le Services International (AVSI), to manage
implementation of the Savings and Internal Lending Communities (SILC)
methodology for 5,200 In-School youth. These young beneficiaries are in 61
secondary schools and vocational training centers (TVET) in eight districts of
the Southern Province, namely Kamonyi, Muhanga, Ruhango, Nyanza, Huye,
Gisagara, Nyamagabe and Nyaruguru.
The
implementation of the SILC program for in-school youth has achieved a range of
positive results. Partners’ staff and CRS visiting the student SILC groups have
reported that program activities have contributed to the improvement of
livelihoods of youth beneficiaries and their families.
It
is in this context that CRS is seeking an individual Consultant to develop and
document success stories from youth beneficiaries of SILC approach based on the
achievements of second phase of the AK2 project.
2.
PROJECT GOALS
The
AK2 project aims to support the development of livelihood opportunities for
Rwandan youth, with the overall goal of providing youth with fundamental skills
and knowledge necessary to become productive workers.
3.
OBJECTIVE
The
objective of this consultancy is to document success stories that will capture
the achievements and outcomes of the AK2 program, especially the importance of
SILC groups to In-School youth and their families in contributing to the
livelihoods of the students and their families, as well as the extent to which
students have gained skills through the AK2 program to ease the school-to-work
transition.  CRS has already identified 20 stories to document; the role
of the consultant will be to elaborate upon the draft profiles, conduct
follow-up field visits and interviews and produce a professional-quality final
product, including with high-quality photos to accompany the stories.
4.
PRINCIPAL DUTIES AND RESPONSIBILITIES
The
consultant will be responsible for the following key activities:
  • Collaborate
    with CRS team and partners’ field staff to plan field visits
  • Conduct
    interviews and take photos from beneficiaries with success stories
  • Document
    at least 20 success stories related to SILC intervention and AKAZI KANOZE
    program
  • Complete
    the works in the agreed time
5.
DELIVERABLES
The
expected deliverables for this consultancy include:
  • The
    contents of success stories are agreed with consultants and CRS
  • A
    questionnaire for interviewing is prepared in two languages (English and
    Kinyarwanda)
  • All
    beneficiaries who agree to provide their success stories sign in advance
    the concent form
  • Interviews
    are conducted to beneficiaries who signed consent forms and photos are
    taken
  • Documenting
    at least 20 success stories related to SILC intervention in particular and
    the AK2 program in general.
  • Take
    professional quality photographs to accompany each story.
  • Deliver
    three hard copies well-printed in color, bound with clear photos and final
    soft copy of documented success stories
  • Hand
    to CRS Rwanda all signed consent forms.
6.
COMPETENCES AND QUALIFICATIONS
The
Consultant must demonstrate the following qualifications and experience:
  • Hold
    a university degree in Communication, Journalism or another related field
  • Oral
    and written fluency in English and ability to conduct Interviews in
    Kinyarwanda
  • Have
    experience in success stories documentation.Applicants should present to
    CRS in their application for this consultancy at least two examples of
    success stories on youth livelihoods development.If the applicant has not
    written professional stories in this area, the applicant should creatively
    draft two sample success stories on youth livelihoods development.
  • Be
    a professional photographer. The application should include examples of
    the candidate’s work in photography.
  • Demonstrated
    experience completing assignments of similar nature and scale.
  • Experience
    working in development and with NGOs is an added advantage
7.
LEVEL OF EFFORT AND LOCATION OF ASSIGNMENT
This
is a short-term assignment and the main location of assignment is Kigali, with
travel to target districts of Kamonyi, Muhanga, Ruhango, Nyanza, Huye,
Nyamagabe, Nyaruguru and Gisagara.
The
expected number of LOE is 15 days. The assignment is expected to start on June
26 through July 14, 2017
8.
SUPERVISION
The
consultant will report directly to the CRS Senior Economics Strengthening
Officer or his designee.
9.
PERIOD OF PERFORMANCE
The
Period of Performance for this consultancy will be from June 26, 2017 to July
14, 2017.  The work will be for a total of 15 working days and the
expected date of beginning is June 26, 2017, broken out approximately as
follows:
  • 1
    day for meeting and coordination on methodology and field planning;
  • 8
    days for field visit to conduct interviews and take professional-quality
    photos;
  • 3
    days of documenting success stories;
  • ½day
    of presenting first version and agree on comments;
  • ½
    day of addressing comments;
  • 1
    day of presentation of final version of success stories.

on or before Friday, June 16, 2017 at 5 PM.  The technical
proposal must include two examples of success stories written by the applicant
on youth livelihoods, and must include examples of professional-quality photos
taken by the applicant relating to youth livelihoods.
