Background
Korea
International Cooperation Agency

(KOICA) was founded as a government agency on
April 1, 1991, to maximize the effectiveness of South Korea’s grant aid
programs for developing countries by implementing the government’s grant aid
and technical cooperation programs as well as promoting sustainable
development, strengthening partnerships with developing partners, and enhancing
the local ownership of beneficiaries.

KOICA
started its first development cooperation with the Government of Rwanda in
2006, and the KOICA Rwanda Office was officially established in 2011 to extend
and strengthen its activities in the country and the partnership with the
government and the development partners. KOICA Rwanda Office is constantly
seeking to improve the results of its work as well as the way it works with its
competent and devoted employees.

poverty reduction and sustainable development of the Republic of Rwanda in line
with Vision 2020of the Republic of Rwanda and Country Partnership Strategy of
the Republic of Korea; further strengthening the partnership of the two
countries.
Resident
Security Manager
Duties
and Accountabilities
The
Staff shall be responsible for overseeing the implementation of security
related activities under KOICA. Specifically the staff will be responsible for:
  • Handle
    emergency situations in case of accidents and incidents for volunteers and
    staff members;
  • Communicate
    with legal authority in incident and conflict resolution for dispatched
    personnel;
  • Provide
    volunteers and managers with information on safety and legal procedures
    for incident resolution;
  • Produce
    safety reports on dispatched personnel;
  • About
    domestic situation, recent criminal case in Rwanda and so on;
  • Sharing
    local event information like conference, official event, car-free day etc.
  • Contacting
    KOICA volunteers to check safety.
  • Establish
    communication links with the management team and volunteers to ensure the
    timely issue and extension of work permit (VISA) and Foreign Identity
    Cards for the dispatched volunteers and foreign personnel working in KOICA
    Rwanda office.
  • Hold
    safety meetings or provide safety training;
  • Produce
    and updates emergency plans and reports;
  • Emergency
    Transportation Plan, Evacuation Plan and so on;
  • Produce
    monthly official security report to KOICA office.
  • Make
    and maintain the networks with the local security concerned;
  • Site
    survey of volunteers house and signed the contract to lease an house as a
    witness;
  • Local
    public facilities survey;
  • Police
    station, Hospital, Local Government office and so on;
  • Coordinate,
    develop and evaluate security programs for an organization and volunteers;
  • Provide
    assistance for project management and office operation across boundaries;
  • Perform
    any other duties assigned by the managerial authority.
Selection
Criteria
  • Minimum
    Education/Experience: Master’s degree with 3 years relevant experience or
    Bachelor’s Degree with a minimum of 4 years relevant experience in
    Security Management
  • Preferred
    Education/Experience: Bachelors or Master’s Degree, Political sciences,
    Public administration or any security oriented studies/Hands on experience
    in security issues
Required
Competencies
  • Good
    command of English and Kinyarwanda with effective communication skills
  • Computer
    literate with good knowledge of MS Office
  • Hands
    on experience in security management
  • Compliance
    with standards and regulations
  • Negotiation
    – preparation for negotiations involving multiple parties
  • Lead
    and Innovate – Develops innovative solutions
  • Collaborate
    within Teams and across boundaries with proactive attitude
  • Timely
    reporting skills and service oriented skills
