JOB TITLE: Director, Infrastructure Development

REPORTING TO: Assistant Secretary General (Programmes)
GRADE: P5
PURPOSE OF THE JOB
Create an enabling environment for the free flow of goods and services and for the movement of people in the Common Market.
KEY TASKS
1. Design and formulate policies and plans for infrastructure development.
2. Set targets, standards and measurement instruments for infrastructure development plans.
3. Undertake the day to day co-ordination and implementation of the agreed and set plans.
4. Initiate and coordinate infrastructure programmes with member States.
5. Act as secretary to all meetings concerning infrastructural development.
6. Initiate, prepare and co-ordinate the preparation of projects for donor funding.
7. Prepare budget and work programme for the division.
8. Training of all divisional staff in liaison with the Director of Administration.
9. Appraisal of staff within the division in the Division.
10. Any other related duties that may be assigned from time to time
Decision Making:
Decides on the scope and implementation stages of the overall plan in the division.
Decides on all technical issues pertaining to the achievement of objectives.
Pressure of Work:
Work on strict deadlines and targets set in approved work programmes.
CONTROLS AND CHECKS: Highly specialized technical issues involved, minimal checks and balances.
EDUCATION: A postgraduate degree in Economics or Engineering
EXPERIENCE:10 years in management of infrastructure and special strength in at least one infrastructural field. e.g. transport, telecommunications and/or utility economics models.
LANGUAGES: Fluency in English or French or Arabic. Working knowledge of one of the other two languages would be an added advantage.
