Purpose
of the post
The data
officer will be responsible for day-to-day data management of the program and
research data. S/he will assist design and maintain databases, produce reports,
standardizing data collection and management, overseeing quality assurance and
control, enforcing research ethics, resource planning and management. S/he will
work closely with the M&E and program managers.
Key
responsibilities

Database
Development
1.      Design and administer databases
2.      To oversee and ensure best
practice in the design and documentation of electronic databases to be used for
data entry and ensure that data auditing is operational.
Reports
and Tools
1.      Develop and enforce programs and
tools for data management procedures such as manuals of operation, standard
operating procedures and protocols.
2.      Assist managers and PI in the
design of data collection tools.
3.      Produce regular data management
reports including databases status and summary statistics.
4.      Assist in with preparation and
correction of project and MOH reports including for donors, presentations,
papers for publication and research as directed by supervisors.
Data
Collection and Management
1.      Collect data, analyze and
interpret
2.      Assist oversee the maintenance of
data collection tools, data management files in a documented and orderly
manner.
3.      Enter raw or semi-processed data
in the program databases as required.
4.      Update and maintain program
databases in collaboration with project and MoH staff. Validate and back-up
entries into the databases as per schedule.
5.      Work with M&E manager to
design and standardize data management systems
Quality
Assurance and Control
1.      Design and enforce quality data
management plan for the project in liaison with project M&E officer.
2.      Implement standardized data
management systems to identify data recording and data entry errors
(differences) and facilitate relevant amendments and corrections to data
collection forms or databases.
3.      Work with M&E manager to
design and run programs to track and monitor program and research indicators
and progress and flag any issues timely to the PI and managers.
4.      Work with project and MOH staff
to ensure completeness and accuracy of data collected. This includes through
calls, supervision and data quality assurance exercises with project and MOH
personnel.
5.      Carry out data
cleaning/validation as necessary to ensure high quality data.
6.      Ensure data queries are raised
and resolved efficiently and promptly.
7.      Carry out regular checks and
feedback on program data management. Routinely monitor data auditing, and
report any data issues to PI and managers.
8.      Verify data is entered on time,
and provides regular updates to the M&E Officer and PI, including data
entry progress etc.
9.      Provide training on data
management, quality assurance and control, and regulatory.
Resource
Management and Research ethics
1.      Requisite, manage and maintain
data resources including ensuring that data equipment are in good running
condition at all times.
2.      Participate in all project
meetings as directed by supervisors.
3.      Maintain safety and
confidentiality of research data collected. Ensure adherence to code of ethics,
Good Clinical Practices, protocol and standard operating procedures
Minimum
qualifications     
1.      At least Bachelor’s degree
preferably BSc with credit majoring in Computer Science or bioinformatics or
Information Systems
2.      Diploma or advanced professional
certificate(s) in computing with at least 5 years of relevant data management
experience, preferably with an international organisation will be considered.
3.      At least 3 years data management
experience
Essential
requirements
1.      Familiarity with computer based
analytical tools and databases such as Microsoft Access, Microsoft SQL 2000
server, Windows 2000 Domain, REDcap and Programming languages
2.      Strong experience with
quantitative data analysis statistical software packages such as STATA, SAS, R,
Open data Kit.
3.      Data management experience in
research institution or non-governmental organizations
4.      Familiarity and knowledge of MOH
data reporting systems and tools. Work experience and knowledge of MoH EPI,
nutrition or maternal and child health data collection tools and reporting
systems will be an asset.
5.      Demonstrated experience designing
and managing database systems.
6.      Demonstrated ability to train and
build capacity of others.
7.      Excellent planning and organizing
skills
8.      Capacity to produce high-quality
briefs and reports in English.
