Background
of COCOF

COCOF
(Conseil Consultatif des Femmes) was created in December 1994 and got its legal
status as a National Non-Governmental Organization in 2013. The organization
aims to improve the socio-economic living conditions of rural women and
safeguard their rights.
The
mission of COCOF is to improve livelihood conditions of people through poverty
reduction related interventions, with a special focus on women. COCOF also
organizes professional trainings and provides technical and financial
assistance for poor Rwandan women to get out of socio-economic and cultural
marginalization.
COCOF
in partnership with Education Development Center-Inc will implement
USAID-Huguka Dukore funded Project in Kamonyi and Ruhango Districts of the
Southern Province.
COCOF
will be responsible for implementing activities focused on Youth Employment
through agricultural Value Chain, Financial literacy and cooperatives formation
among project beneficiaries.It is in this regard that COCOF is looking for
suitable candidates to fill the following positions:
Job
title: Field Officer (1)
Under
the supervision of Project Manager, the Field officer will undertake the
following specific tasks;
  • Participate
    in community mobilization and youth recruitment in line with Huguka Dukore
    Project;
  • Facilitate
    youth trainings on Good Agricultural Practices (GAP) and any other
    technical trainings;
  • Submitweekly,
    monthly, quarterly or any reports and data required information relating
    to the project to the Project Manager  on time;
  • Build
    and maintain positive working relations with local authorities and any
    other development Partners for Project sustainability;
  • Represent
    organization in local level community forums, meetings and events as
    appropriate from time to time;
  • Attend
    project development, planning, review and any meetings that are scheduled
    with staff from time to time
  • Prepare
    work plans/work schedules for all planned activities and ensure these are
    submitted to the Project Manager  for approval as per agreed general
    work plan;
  • Conduct
    day to day a follow up of all project activities;
  • Facilitate
    youth to create cooperatives and SILC ;
  • Visit
    Youth cooperatives and SILC on regular basis to provide adequate support,
    and submit reports to the Project Manager;
  • Maintain
    records of all sessions/events and minutes of meetings held and 
    share them  with the Project Manager;
  • Participate
    in the review of data collected from the field and in any planned
    assessments and reviews for the project; 
  • Ensure
    that training and reference materials (modules) for sessions are available
    at all times;
  • Lead
    in managing and resolving day to day challenges or issues affecting
    targeted people;
  • Map
    out of opportunities and ensure jobs placement for youth ;
  • Collaborate
    with the YEP staff to ensure smooth running of the project;
  • Filing
    project supporting documents;
  • Perform
    any other project responsibilities as assigned by the Supervisors
Disired
competencies and qualifications
  • At
    least hold a bachelor degree in Agricultural sciences, Rural Development,
    Development studies and any other related disciplines;
  • At
    least 3 years of  experience in   community mobilization
    and agricultural Value Chain Development ;
  • Strong
    facilitation and communication skills;
  • Understanding
    of SILC  and cooperative management based approach;
  • Good
    planning and report writing skills ;
  • Good
    entrepreneurial skills;
  • Knowledge
    and familiarity with data collection tools and techniques;
  • Ability
    to plan/schedule work activities independently, with minimum supervision;
  • Experience
    in working with vulnerable people;
  • Preparedness
    to live and work in a rural area;
  • Strong
    problem solving skills appropriate for vulnerable people;
  • Computer
    literacy; (Word, Excel and Power point);
  • Fluency
    in English and Kinyarwanda, knowledge of French is an added
    advantage;
