RTI International is seeking a Chief of Party Candidate for an anticipated USAID-funded education project in Rwanda. The project will support the Ministry of Education (MINEDUC) in strengthening early grade literacy in Kinyarwanda and English and early grade numeracy, teacher development and learning outcome assessment. Based in Kigali, the Chief of Party (COP) will have overall management responsibility of the project and ensure operational, technical and reporting integrity. This position is contingent on RTI being awarded the anticipated cooperative agreement.
Responsibilities and Duties:
• Establish and maintain cooperative relationships with key stakeholders, including host government counterparts in MINEDUC, Rwanda Board of Education, other government bodies, partners and stakeholders, USAID/Rwanda, and other donor education projects.
• Oversee technical, administrative and financial operations (e.g., operations, compliance, reporting, and implementation and supervise and direct all technical and administrative staff).
• Ensure the timely and quality completion of program technical, financial and grant deliverables, including Work Planning, Performance Monitoring, Quarterly Reporting and expense reporting.
• Oversee and support the design and deployment of training and/or capacity building for partners.
• Guide and provide direction for comprehensive teacher training to improve teacher and student performance, as well as measurable improvements under all project components.
• Work with staff and partners to ensure improvement of instructional practices and learning environments in classrooms, building upon literacy and numeracy assessment data.
• Work through national ministerial or technical working groups and support MINEDUC technical staff to implement program elements, including support for the Early Grade Reading Assessment (EGRA) and Early Grade Mathematics Assessment (EGMA) to improve instructional practices.
• Strengthen support for communities’ active engagement, including parental support for early literacy and numeracy, and school based management.
• Oversee maintenance of management policies and procedures for quality assurance of communications and reporting, information outreach and dissemination to stakeholders.
• Serves as key spokesperson for ”Literacy, Language and Learning” Project activities in Rwanda.
Required Skills and Qualifications:
• At least twelve years of relevant field experience in educational development, including policy dialogue, education reform, early grade literacy and numeracy, assessment, research, teacher professional development and school management support programs. Detailed knowledge of teacher training and systems needed to support reforms in teacher training at pre-service and in-service levels.
• Demonstrated experience supporting Ministries of Education in effort to reform their education systems, policy formulation, required, including use of data for decision-making. Ideally, experience as a manager of similar programs in other African countries particularly East Africa, and a Master’s or higher degree in a related field.
• Demonstrated ability to manage and motivate international and local staff into a cohesive project team and into effective and efficient sub-project teams and to deliver on results is essential.
• Experience with USAID or other international donor project management policies, procedures and reporting requirements required.
• Fluency in English required.
