ESSENTIAL DUTIES AND RESPONSIBILITIES
The M&E Specialist- will work closely with
the COP and the Technical teams to ensure accurate, timely and effective
reporting of all program activities. He/she will support in the designing and
managing data correction systems, analyzing both quantitative and qualitative
results, recording lesson learned, highlighting success stories, producing
accurate quarterly reports that summarize program progress against the
approved work plan, highlighting innovative activities, and working with the
technical team to address any programmatic or reporting issues.
KNOWLEDGE,
SKILLS      
  • Thorough knowledge of statistics and
    research methodology, including quantitative and qualitative research
    methods, tools, techniques.
  • Strong analytical skills, including ability
    to gather and analyze a variety of information pertaining to issues and
    to develop appropriate recommendations for action:
  • Ability to establish and maintain effective working
    relationships in a multi-cultural environment.
  • Strong presentation skills in English,
    including experience in facilitation of training programs
  • Ability to work effectively, both
    independently and in a team environment, in an atmosphere of multiple
    projects, shifting priorities and deadline pressure
  • Advanced computer skills in a Windows based
    environment including the Microsoft suite. Ability to use statistical
    analysis software.
  • Fluent in English (excellent oral and
    writing skills), in Kinyarwanda and French, Must be able to read and
    interpret documents, and communicate with others as necessary to perform
    job duties effectively
QUALIFICATIONS
  • Master’s degree in Social Sciences
    (Demography or Sociology), development economics statistics, or any
    field relevant to monitoring and evaluation,
  • Have 5 years and above professional
    experience, with at least 3years experience implementing development
    programs in Rwanda. USAID experience a plus.
  • Proven experience of successful report and
    document writing, process planning, and monitoring and evaluation
  • Demonstrated capacity to work with wide
    range of stakeholders, including staff  from international
    organizations, local civil society organizations and Government of
    Rwanda
  • Knowledge of promising practices in
    Monitoring and evaluation
  • Proven organizational skills; able to manage
    and use knowledge effectively
  • Ability to prioritize and multi-task, white
    working effectively in a teams
WORKING CONDITIONS
This position requires significant travel to the
target districts. At least 30% of the time of this position will be in the
field
