CHF is seeking a Livelihoods Specialist for a proposed 4-year, $6 million Department of Labor-funded project to combat child labor in the rubber growing areas of Liberia. This project will promote improved policies to address child labor in rubber producing areas and enhanced monitoring and enforcement of such policies, with a focus on company-owned or operated rubber plants. The project will also support the direct delivery of services to children actively engaged in or at-risk of various forms of child labor and their households in communities where livelihoods are largely dependent on smallholder rubber production.
The Livelihoods Specialist is responsible for leading the development of sustainable livelihoods interventions for households of target children, including linking beneficiaries to existing services or extending services to the target group; providing strategic guidance to the Project Director and implementing partners to improve the quality of interventions; leading development of annual work plans related to sustainable livelihoods interventions and service provision; providing strategic guidance to relevant ministries and national level policy makers on how to improve services that enable and promote sustainable livelihoods; providing technical guidance on how program approaches can be modified to increase sustainability and ensure continuation of interventions after the program closes; assessing the livelihood needs of target groups in order to design interventions that address major gaps in educational services.
Qualifications:
* 3+ years of international development project experience in a leadership position responsible for developing livelihood interventions and the technical aspects related to the proposed strategy, including skills training, micro-lending, micro-savings, employment generation, youth employment and social protection
* Significant experience in projects promoting livelihoods interventions
* Understanding of child labor issues, including youth employment
* Experience working successfully with government agencies and private organizations engaged in promoting improved livelihoods for households and the provision of social protection services
* Experience working with employers’ organizations, trade unions or other civil society organizations
* Experience in Liberia or West Africa
* Fluency in written and spoken English required
* Second language experience preferred; knowledge of local languages preferred but not required
