Chemonics
seeks a monitoring and evaluation advisor for the ongoing USAID Global Health
Supply Chain (GHSC) – Procurement and Supply Management (PSM) project in
Malawi. GHSC-PSM is working to ensure uninterrupted supplies of health
commodities in support of U.S. government-funded public health initiatives
around the world. The project provides direct procurement and supply chain
management support to the President’s Emergency Pla

n for AIDS Relief (PEPFAR),
the President’s Malaria Initiative (PMI), and Population and Reproductive
Health. It is developing and managing a wide array of services for health
commodity procurement and supporting related systems strengthening of elements
of a comprehensive supply chain.

At
the country level, GHSC-PSM supports country strategies and priorities that
fall under the following three project objectives
  • Global
    commodity procurement and logistics
  • Systems
    strengthening technical assistance
  • Global
    collaboration to improve long-term availability of health commodities
The
monitoring and evaluation advisor will work within the Directorate of Health
Technical Support Services (HTSS), work within the Ministry of Health to
strengthen capacity to use data to monitor and evaluate Malawi’s health
commodity supply chain, and improve data management practices that ensure
accountability, transparency, and availability of commodities. We are looking

people around the world.
Responsibilities
include
  • Build
    the supply chain management capacity of the HTSS, particularly around the
    use and quality of data for decision-making, including stakeholder
    coordination, performance monitoring, forecasting, quantification,
    national needs assessment, and supervision
  • Support
    ongoing improvements in supply-chain data generation, collection,
    processing, storage, and utilization, ensuring that data is cleaned and
    reports are prepared, shared, and used in decision-making
  • Identify,
    analyze, and recommend options to strengthen HTSS’s oversight, systems,
    and procedures using quality data to improve management of the supply
    chain
  • Participate
    in relevant meetings and technical working groups and liaise between
    organizations managing the supply chain, MOH programs, donors, and other
    partners
  • Provide
    advice on implementation of the pharmaceutical strategic plan, ensuring
    its performance indicators are regularly used in performance monitoring;
    provide input to the subsequent strategic plan
  • Coordinate
    the annual national quantification activities; review methodology for
    quantification of medicine needs, coordinate data
    collection/cleaning/analysis, and document and share assumptions
    particularly for essential medicines
  • Utilize
    the quantification report to support development of an integrated national
    supply plan for essential medicines
  • Support
    ongoing supply chain data utilization and quality assurance efforts,
    including reviews of tools, standard operating procedures, and manuals
  • Liaise
    with zonal coordinators to engage districts, support the Integrated
    Supportive Supervision and Peer Mentorship program, and troubleshoot the
    Supply Chain Manager program in collaboration with the eLMIS team
  • In
    collaboration with the eLMIS team, provide input to the development of
    guidelines, training manuals, and tools for OpenLMIS as the program rolls
    out; support capacity building on OpenLMIS within HTSS
  • Monitor
    reforms and policy changes and highlight potential impact of these changes
    on the supply chain and product availability
  • Regularly
    report and disseminate information on progress and improvements to the
    supply chain, supervision reports, stock status reports, and
    quantification and forecasts
Qualifications
  • Bachelor’s
    degree in a field related to logistics/supply chain management or data
    management required; advanced degree preferred
  • Minimum
    10 years of experience in supply chain management, performance monitoring,
    and logistics data management, particularly at the national level
  • Minimum
    seven years of experience working in the health system of developing
    countries, supporting ministries of health
  • Experience
    and familiarity managing projects in monitoring and evaluation for systems
    performance, process improvement, and data management strongly preferred
  • Experience
    conducting capacity building, on-the-job mentoring, and continuous process
    improvement programs preferred
  • Donor-funded
    field experience desired, including long-term overseas positions or
    extended short-term engagements; Malawi, or southern Africa experience
    preferred
  • Ability
    to achieve results in dynamic and high-pressure environments
  • Ability
    to communicate effectively in a cross-cultural environment with multiple
    stakeholders and partners
  • Proficiency
    in Microsoft Access, Word, and Excel and familiarity with database and
    spreadsheet queries, formulae, and graphical presentation data
  • Demonstrated
    leadership, versatility, and integrity
  • Fluency
    in English and excellent report-writing skills required
