Chemonics seeks a senior finance specialist for the
five-year, $60 to 70 million USAID Tusome Pamoja (“Let’s Read
Together” in Kiswahili) Program in Tanzania. The program aims to improve
lifelong learning skills, defined as mastery of early grade reading, writing,
and arithmetic. It will
support five regions of Tanzania in improving quality
of basic skills instruction at the early primary level, strengthening Ministry
of Education and Vocational Training skills delivery systems, and increasing
community and parental engagement in early primary education. The senior
finance specialist reports directly to the chief of party. We are looking for individuals
who have a passion for making a difference in the lives of people around the
world.
Responsibilities
include:
- Ensure
full financial and contractual compliance of Tusome Pamoja activities with
USAID regulations - Working
with Chemonics’ internal auditing system and financial comptroller,
establish internal control systems as well as accounting and financial
reporting protocols for local subcontractors - Supervise
financial staff and program budget matters, managing accounting and
disbursement needs, verifying that procurements comply with USAID and
Chemonics’ financial guidelines, overseeing training of staff and partner
nongovernmental organizations in financial systems, and assuring timely
financial reporting to USAID
Qualifications:
- Master’s
degree in business and/or public administration, accounting and/or
financial management, or other relevant field required - Minimum
10 years of experience in financial management of development activities
with increasing levels of responsibility - Membership
in a professional body such as those for certified public accountants
preferred - Experience
working in Africa preferred - Demonstrated
leadership, versatility, and integrity - Professionally
proficiency and fluency (IELTS level 7 or above; or TOEFL 94 or above) in
written and spoken English required
