Gender
Monitoring Office (GMO) is a government institution established by the
Constitution of the Republic of Rwanda of 4th June, 2003 as amended to date, in
its Article 185. GMO mission is to effectively monitor on how the fundamental
principles of gender equality are respected in all organs at governmental,
private, nongovernmental and religious levels and fighting against gender based
injustice and violence as stipulated in Art. 6 of Law N° 51/2007 of 20/09/2007
determining the responsibilities, organization and functioning of Gender
Monitoring Office in Rwanda.

Organizations (CSO) working on gender and GBV are effectively delivering to
their respective mandates furthermore, the partnership will ensure that bottom –up
accountability systems are strengthened.

MoU, CARE is seconding a Governance and GBV Technical Manager to GMO to support
in strengthening accountability systems. The staff will also ensure that the
engagement with CSOs and GMO is strengthened by creating and maintaining
engagement spaces for reflection and advocacy on issues arising in GBV
prevention and response.

Job Purpose Statement
The
primary responsibility of the Governance and GBV Technical Manager is to
provide high quality technical expertise in Governance and GBV Accountability
and ensuring CSO engagement with GMO. The Governance and GBV Technical Manager
will also serve as a key resource person for GMO in issues related to
Governance and GBV Accountability, as well as liaising with CSOs intervening in
GBV and strengthen their capacities in line with effective delivery to their
mandates.

Key Responsibilities
- Contribute towards the development
and implementation of strategic and tactical strategies and intervention
models, ensuring the commitment of all stakeholders and steady
accomplishment of GMO accountability mandate, the technical Manager will
be assigned to carry out the following - Contribute to the development and
piloting of a social accountability model to monitor national gender and
GBV commitments at district level - Provide technical support to GMO to
establish a bottom up accountability mechanism that allows GMO to receive,
examine and follow up on complaints relating to injustice and gender based
violence and monitor the quality of services provided to GBV victims; - Identify, document best practice in
Governance, Gender and GBV prevention and response and facilitate its
wider dissemination - Consolidate the built experience on
CARE’s previous and current work on governance and GBV and use it to
inform future development towards the institutionalization of the model - Support the integration of the
community score card (CSC) model in the district accountability system in
selected districts - Support and facilitate CSOs
engagement with GMO in the efforts to raise issues of concern related to
GMO’s mandate that necessitates its due attention and action - Provide TA to GMO in their monitoring
efforts of gender mainstreaming processes in the CSOs programs; - Ensure that CSOs consultation is
effectively done during relevant processes led by GMO especially those
about law drafting to ensure greater gender mainstreaming in laws and
policies. - Ensure that CARE’s best practices of
promising approaches that hold to greater account duty bearers and
responsible authorities to better respond to gender equality are timely
availed to GMO - Ensure that GMO is timely involved in
different community interventions of CARE and its partners to foster a
greater understanding of how CARE’s work and how it can help GMO to
execute its mandate. - Provide technical support to
establish GMO’s integrated GBV data management system - Participate in the development of
tools and data tracking systems for GBV and Governance programs and CSO
strengthening related activities. - Carrying out community based reviews
to measure the effectiveness of the community scorecard. - To carry out any other duties as
assigned by the line supervisor
Requirements for the Role
- Rwandan nationality
- Bachelor’ degree in social sciences,
law, governance, development studies, conflict management or any other
relevant field. A master degree is an asset - Minimum of 5 years working experience
in Gender and Governance related fields - Minimum of 3 years’ experience
working with CSOs doing work around monitoring, advocacy and capacity
building is required. Prior experience and involvement in policy analysis
and formulation work is a valuable asset, - Familiar with GBV prevention and
response mechanisms in place - Theoretical ,practical and analytical
skills in gender, GBV, Governance, - Well-equipped with technical skills
on the use of Community score card as an accountability tool. - Theoretical and practical skills in
monitoring, advocacy and accountability work - Strong reporting skills and fluent in
English and Kinyarwanda. - Computer literacy: Microsoft word,
spreadsheet, power point, Internet, outlook
