I.  
 Project overview
Funded
by the United States Agency for International Development (USAID), CDP project
is implemented by Land O’Lakes International Development and is designed to
increase access to self-reliant cooperative enterprises that meet the needs of
their members and contribute to improved quality of life for members.Land
O’Lakes is testing the development hypothesis that professionalizing apex
bodies and cooperative support institutions can have a positive impact on both
primary societies and the economic and social well-being of primary society
farmer owners. Land O’Lakes is testing this hypothesis in Rwanda by working in
three districts (Nyabihu, Bugesera and Gicumbi).  In Bugesera district,
the project is working directly with institutions that support maize farmers
including cooperative federation, unions and primary societies. In the other
two districts, the project is working directly with institutions that support
dairy farmers including federations, unions and primary cooperatives. 
Among
the activities in support to the cooperatives, is the implementation of
innovative technical solutions that will spur higher levels of profitability
that will stabilize or increase farmer prices and/or reduce cost of production
at the farmer level thus increasing farmer income and improving farmer
engagement. Current participating producer organizations include: 
  • GILICU
    dairy cooperative union from Gicumbi district with two beneficiary
    cooperatives (Koramworozi & IAKIB)
  • IAIBU
    maize growers cooperative union from Bugesera with two beneficiary CDP
    cooperatives (URUMULI & IZMGM)
  • UPROCENYA
    dairy cooperative union from Nyabihu district with two CDPbeneficiary
    cooperatives (CEMO& CEZONYI)
II.         
Assignment Objectives& proposed enrollment
The
overall objective of this assignment is to assist CDP participating
cooperatives in improving their performance through building capacity of their
leaders in management, business and governance aspects, with regard to each
cooperative’s specific needs/gaps.
III.       
Specific technical assistance tasks
With
close reference to performance assessment results, the consultant’s key
activities will focus onCDP cooperatives as indicated in the table below:

Tasks to be Accomplished, Expected Deliverables and Timeframe
The
consultant will:
  1. Review
    cooperatives’ performance assessment reports in order to
    understandidentified capacityneeds.
  2. Develop
    educational material and use them to deliver tailored trainings to
    members/leaders of the cooperatives to address gaps.
  3. Provide
    on an on-going basis business development/management advisorycoaching in
    key areas identified during initial capacity needs assessment and deliver
    hands-on demonstration of the specific recommendations to the Cooperatives
  4. Encourage
    and make recommendations to cooperatives around good governance, good
    management practices, accountability, transparency and gender inclusion in
    cooperatives.
  5. Facilitate
    and or recommend study tours of cooperative representatives.

specifically for the cooperative.

4.      
Cooperative exchange visits
Organize
and lead or participate in 6 half-day study tours of the cooperative
representatives to areas/coops where they can see and learn from coops that
have strengths that match the areas they are to improve their day to day
business activities.

5.      
Final assignment report
Compile
all the activities into one report in English, and submit to Land O’Lakes.
Final
report should include:
  • Details
    on training provided to each cooperative – 1 page for each coop,
    minimum, with highlights from training, suggestions for continued
    development of each cooperative.
  • Annexed:
  1. Training
    attendance sheets
  2. All
    training materials used;
  3. Minimum
    of 20 Photos per coop trained.

Consultant
profile
The
desired consultant is expected to have the following skills and qualifications:
  • Educational
    Background: Advanced degree in business, agriculture, agribusiness,
    agricultural economics or another related field with practical experience
    working with cooperatives.
  • At
    least 5 years of technical field experience working with cooperatives and
    or small growing businesses in emerging markets.
  • Practical
    experience in providing capacity building through formal trainings and or
    coaching to large groups of cooperatives representatives
  • Skills
    in developing training modules/manuals is an added advantage
  • Good
    report writing and presentation skills.
  • Knowledge
    of the Rwandan agricultural sector, cooperatives experience is required
  • Knowledge
    of the dairy and Maize sector in Rwanda would be a considerable advantage.
  • Country
    experience/Fluent in Kinyarwanda.
