Call for bids to conduct project baseline survey
1.  
 Introduction
Trōcaire
has obtained co-funding from USAID to implement the project entitled “Enhancing
participatory governance and accountability of local leaders and public
institutions towards citizens, particularly women and youth’.
The
project aims to strengthen existing governance structures and s

ystems in 5
districts by building the capacity of target groups to engage in the process of
policy and budget formulation, implementation and monitoring, and advocacy,
especially the agriculture sector. It will be implemented by 3 local partner
organizations in the districts of Gakenke, Rulindo, Nyanza, Nyamagabe and
Nyaruguru from April 13th, 2017 to April 12th, 2020.

2.  
 Responsibilities and specific tasks of the consulting firm:
  • Conduct
    desk review of key project documents, organizational strategy and related
    programme documentation;
  • To
    ascertain therelevance of indicators towards stated objectives and
    outcomes;
  • Produce
    an inception report outlining baseline methodology, baseline activities
    and timelines;
  • Carryout
    baseline for the project on representative sample for the target group
    applying stratified sampling method;
  • Produce
    a baseline draft report;
  • Organize
    sessions for sharing baseline findings, and
  • Produce
    final baseline report (soft and 2 hard copies and all raw data)
3.  
 Duration and period of the assignment:
The
evaluation will ideally commence on the 16 August 2017 and the final report
should be available by15thSeptember. It is expected that 20
consultant days will be required.
4.  
 Expertize required and Qualification:
Interested
registered consulting firms should provide a comprehensive proposal which
demonstrates relevant experience in the following areas:
a)  
 Programme/project planning and evaluation;
b)    Participatory research techniques;
c)    Training of local development actors to engage in primary
research processes;
d)    Developing high quality monitoring and evaluation systems
for similar programmes;
e)    Strong background and experience of working in the
region/country and programme context;
f)    Knowledge of relevant thematic programme (e.g.Governance
and Human Rights; policy and budget monitoring);
g)    Knowledge of Trócaire’s work;
h)    Producing high quality reports;
i)    Working to demanding deadlines;
j)    Two most recent commendable references of performance of
similar work should also be included.
The
consultant will be selected according to the following criteria:
  • Understanding
    of the Terms of Reference.
  • Proposed
    methodology and planning of the assignment.
  • Experience
    of developing baselines for similar programmes.
  • Past
    experience of working on M&E in USAID funded projects.
  • Overall
    quality of the proposal.
  • Cost.
Only
Registered national and regional consulting firms which are suitable are
encouraged to apply. Applicants are required to submit technical and financial
proposals, includingcurrent CVs of all individuals engaged in the baseline
study (including CVs of junior staff and of any associates sub-contracted to
work on the study).
The
work plan must clearly indicate which individuals will actively lead and
deliver on each component, as well as the senior consultant/team leader who
will be responsible for the successful and timely delivery of the assignment.
