Belgian development agency (BTC) Procurement Specialist Job Vacancy in Kigali, Rwanda

The Belgian development agency, BTC, mobilises its
resources and its expertise to eliminate poverty in the world. BTC contributes

Its staff members in Brussels and overseas embody
the commitment of the Belgian State and other development partners to
international solidarity. They support more than 300 cooperation projects and
programmes in some 20 countries in Africa, Asia and Latin America.
BTC is active in Rwanda since 2000. It implements
projects as defined in the successive Cooperation Programmes negotiated between
the Government of Rwanda and the Government of Belgium. One of these programmes
is the Common Program”Support to Technical and Vocation Training —PAFP”
(Programme d’Appui b la Formation Professionnelle).PAFP works in
co-management with the Workforce Development Authority WDA,.
The main focus of PAFP, that includes other Belgian
development partners namely APEFE and VVOB,is a qualitative improvement of TVET
with special attention for construction, hospitality and tourism, agro-food
processing, agriculture, veterinary and forestry. The program therefore pursues
an experimentation approach based on a sample of pilot schools. At these
schools a balanced set of services is provided to create the right conditions
to implement and to practice new curricula.
A principle element of these conditions is adequate
building facilities as well as teaching and workshop equipment in order to support
effectively the training activities. To ensure the given completion date, it
has become necessary to accelerate the procurement The procurement has been
integrated into that of VVDA, and partly depends on their implementation
capacity and that of BTC and PAFP itself. This makes it necessary to follow up
on a complex of actors, decisions and regulations that may not always be in
line.
To further strengthen its team of technicians
working on the tenders, BTC Rwanda in partnership with the Workforce Development
Authority (VVDA) wishes to recruit a
PRO-ACTIVE PROCUREMENT SPECIALIST
for its common program “Support to
Technical and Vocation Training
—PAFP”. Depending on the
candidacies submitted the form of contract may either be a consultancy based on
deliverables (performance consultancy contract on the principle no-cure-no-pay)
or an employment contract with a limited basic salary and a bonus system based
on the same deliverables.
REPORTING:
In case of employment, the Hierarchical superior
is: BTC Resident Representative
The incumbent shall report directly to the Delegate
to Co-Management (DELCO)and work closely together with the International AT in
Charge of Infrastructure and Equipment of the Common Programme. Assessment of
the deliverables and the eligibility to pay will rest with DELCO.
DUTY STATION : Mainly in
Kigali with frequent field mission
CONTRACT DURATION : 3 months starting April 15th 2013, with possible extension
KEY FUNCTIONS AND RESPONSIBILITIES:
Based on -a plan of deliverables and
related remuneration, the procurement specialist will be held responsible for
successful completion of the different stages in the procurement process by
assuring maximum quality and correctness of the tender documents, canvassing
the key actors involved, provide immediate and adequate information to decision
makers, ensure a transparent planning process with daily e-mail recall to
actors involved and bi-weekly planning meetings, involve other channels
(authorities) if actors are perceived not to fulfill their job or cause
unnecessary delays, all other ethically and legally acceptable measures
necessary to maximize the flux of procurement. Please note that BTC maintains
high standards of conduct, and that unethical conduct will lead to immediate
cancelling of the agreement.
PROFILE: QUALIFICATION AND EXPERIENCE
  • Bachelor degree in Law or any other relevant
    field for procurement
  • A go-get attitude, not a wait-and-see type.
  • Senior appearance through age (at least 30
    years), experience (at least 10 years relevant experience with
    facilitating procurement in government and semi-government institutions in
    Rwanda) and conduct (calm, convincing, ethical, reliable and knowledgeable
    conduct)
  • Experience with working on no-cure-no-pay
    basis in the domain of procurement
  • Proficiency in MS-Project
  • English, French and Kinyarwanda proficiency is
    a must
  • Able to work under time pressure with no
    objection to undertake field missions.
