The Africa Poverty Reduction and Economic
Management Department (AFTP2) is looking for an Economist to join its team in
Kigali, Rwanda. The selected candidate will have operational and analytical
responsibilities, contribute and provide support to a variety of economic tasks
on Rwanda. The selected candidate will work within the Rwanda economic team,
led by a Lead Economist based in Nairobi, Kenya and comprising also Senior
Economist based in Kigali, Rwanda.
Note: If the selected candidate is a current Bank
Group staff member with a Regular or Open-Ended appointment, s/he will retain
his/her Regular or Open-Ended appointment. All others will be offered a 2 year
term appointment.
  Duties and Accountabilities: 
The Economist will perform operational and research
responsibilities and provide support for a variety of economic tasks (e.g.,
economic analyses, design of economic work program, and participation in
economic policy dialogue, outreach and research) under the supervision of the
Lead and Senior Economists.
Specific tasks include:
ï‚§ Leading or co-leading biannual Rwanda Economic
Update
ï‚§ Contributing a programmatic public expenditure
review
ï‚§ Analyzing macroeconomic and sectoral data,
especially updating and reviewing the World Bank Rwanda’s data files based on
periodic data provided by the Central Bank and the National Institute of
Statistics.
ï‚§ Formulating and maintaining a macroeconomic
model for Rwanda.
ï‚§ Contributing substantially to sectoral, micro,
and macroeconomic policy issues in research contexts.
ï‚§ Writing technical reports and conducting
economic research on macroeconomic related issues.
ï‚§ Preparing briefs and analytical notes, and
contributing to the writing of sections in analytical reports, in particular
for the biannual Rwanda Economic Updates.
ï‚§ Providing support to various outreach
activities (e.g., organizing seminars, participating in technical working
groups and discussion fora).
ï‚§ Facilitating missions by colleagues from AFR
PREM and engaging with sector colleagues and country based staff on economic
issues.
ï‚§ Supporting the Country Management Unit (CMU) in
the implementation of the World Bank’s Rwanda program.
  Selection Criteria:
ï‚§ General Economic Knowledge and Analytical
Skills – Possesses a demonstrated track record of working with economic and
sectoral data and analytical tools and models to conduct economic analyses and
produce user-friendly written outputs; understands underlying statistical
concepts.
ï‚§ Knowledge and Experience in Development Arena –
Understands policy making process; distills operationally relevant
recommendations/lessons for clients.
ï‚§ Policy Dialogue Skills – Identifies and
assesses policy issues and plays an active role in the dialogue with the
government and/or other stakeholders.
ï‚§ Integrative Skills – Working to develop an
integrated view across all facets of current sector.
ï‚§ Macroeconomic Skills and Country Economics
Experience – Demonstrates basic macroeconomic modeling skills and knowledge –
understands how different accounts in an economy fit together and links among
real, monetary, trade, debt and balance of payments accounts.
ï‚§ Written and Verbal Communication – Delivers
information effectively in support of team or workgroup
ï‚§ Client Orientation – Takes personal
responsibility and accountability for timely response to client queries,
requests or needs, working to remove obstacles that may impede execution or
overall success.
ï‚§ Drive for Results – Able to take personal ownership
and accountability to meet deadlines and achieve agreed-upon results and has

Prerequisites for the position include:
ï‚§ Master’s degree or equivalent in economics, or
a related social science field with a strong quantitative orientation with at
least 3-5 years of relevant experience.
ï‚§ Strong analytical and quantitative skills;
ï‚§ Ability to work flexibly on a range of
assignments, and adjust to and prioritize a variety of complex evolving tasks.
ï‚§ Ability to effectively provide professional
support to senior staff.
ï‚§ Ability to work effectively in a team-oriented,
multi-cultural environment.
ï‚§ Strong interpersonal skills and ability to
develop effective relations within and outside the Bank, and to promote
collaboration within the team to meet unit objectives.
ï‚§ Familiarity with econometric packages (e.g.,
EViews, STATA) and spreadsheet models; experience in working with macroeconomic
data and writing macroeconomic research reports would be an added advantage.
