The Ministry of Infrastructure (MININFRA) contributes to sustainable economic development and poverty reduction through the growth of infrastructure and promotion of related services across the Transportation,
Energy, Water and Sanitation, Urban planning and Housing, and meteorology services.
In order to enable efficient and effective Ministry operations that respond to the pace of the country’s economic development and breadth of the Ministry’s portfolio, expertise in the facilitation of communication and the growth of internal capacity is essential.
MININFRA seeks a motivated professional with an exceptional management and organizational skill set to aid the Minister in the coordination of information flow, development of internal capacity and identification of key priority areas.
Required Qualifications & Experience:
• Master’s Degree in economics, public policy, international relations or any related field with a minimum of 3 years of working experience or Bachelor’s degree with a minimum of 5 years of working experience in a professional environment, with at least 1 year in a supervisory role
• Proven experience in working with international teams
• Strong organizational and communication skills required
• Fluency in English (required) and French (preferred)
• Excellent computer skills including usage of Microsoft Office suite and other relevant publishing and productivity tools
• Flexibility, resourcefulness, patience and diligence are essential.
Scope of Services:
The Technical Advisor will be based in Kigali at the Ministry of Infrastructure and will report to the Advisor to the Minister. He/She will:
• Identify capacity gaps and conduct a skills mapping assessment in the Ministry
• Design capacity building interventions where appropriate
• Work with the Executive Assistant and Advisor to improve coordination and efficiency within the Ministry.
• Work with Planning department to identify priority areas and develop action plans to maximize staff capacities
• Implement formalized feedback assessments to identify weaknesses and gaps in both administrative systems and staff capacities
• Provide recommendations and technical support to the Minister and Executive Staff
• Carry out any other activities deemed appropriate and necessary as determined by the office of the Minister.
