The
ISANGE One Stop Centre is a structure for a comprehensive response to address
child domestic abuse and gender-based violence (GBV), based in Rwanda Police
Hospital. ISANGE OSC was created in July 2009 by the Government of Rwanda with
the support of UNICEF, UNWOMEN and UNFPA and other partners. In order to
encompass the whole population in a structure of referral and care in cases of
Child Domestic and Gender Based Violence (CDGBV ) the Ministry of Health has
been embarked on the scale up strategy which aims at improving the linkages,
referrals and care at centralized and decentralized levels. In the first phase
(2009), One Stop Center (Kigali City) within the Kacyiru Police Hospital became
functional followed by Gihundwe hospital in Western Province. Following the
evaluation of the impact and progress towards achievement of results the
Ministry of Health, the Rwanda National Police will assess the need and value
added of establishing other centres in other parts of the country.

JUSTIFICATION:
- The evaluation of the programme, as per agreement with the
Rwanda National Police (RNP), will be undertaken after three years
implementation. - The evaluation will be an independent and formative evaluation
focusing on the process of implementation based on agreed objectives. - It aims
to determine the relevance, effectiveness, efficiency, and sustainability of
OSC services and interventions. - Further, the evaluation should draw lessons and
recommendations in order to guide any future action with regards to the scale
up of the One Stop Centre model in Rwanda. - A team of two independent evaluation
experts (one local + one international expert) will be hired to assess the
programme interventions while ensuring credibility of the findings.

stakeholders to define the scope of the evaluation and refine the evaluation
