Health and Nutrition Programme Coordinator Job Vacancy in Huye, Rwanda

• Provide
  management and technical support to the health (health and agri-nutrition
  team) programme;
• Identify
  training and capacity needs of staff, both technical and managerial, and
  organise training, mentoring and coaching as necessary;
• Support
  the Health, Nutrition and Agriculture programme managers on programme
  administration, human resources and financial management;
• Implement
  the project according to detailed quarterly workplans;
• Lead
  the compilation of project proposals, reports and other elements of
  documentation including compiling of technical reports for programme
  donors and Concern;
• Lead
  the planning, monitoring and evaluation of Concern’s health programme;
• Oversee
  and support any research activities linked to the programme;
• Liaise
  closely with SAL unit in Dublin, especially the health and nutrition and
  agricultural advisors for technical support);
• Manage
  programme-related communications with technical backstops in Dublin.

• Work
  with other departments namely HR/Administration, Logistics, Finance, and
  IT to ensure timely placement of staff and procurement of project inputs;
• Appraise
  all staff about their performance, identify professional development needs
  and opportunities, and prepare timely PDRs (Performance and Development
  Review);
• Work
  closely with the Country Financial Controller in developing the programme
  budget and monitor expenditure on a monthly basis, providing feedback on
  monthly Management Accounts and ensuring there is no major
  over/under-spending;
• Identify
  training needs of staff; draw-up and implement training plan and look for
  ways to develop capacity of local staff through on-the-job training as
  well as formal training both from internal and external sources;
• Provide
  technical support and capacity build health staff in areas such as
  research and analysis methodologies, data management, M&E
  (particularly in terms of qualitative and quantitative methods) and in
  strengthening capacity of Concern health staff to monitor behaviour change
  and impact.

• Ensure
  that project monitoring is planned, undertaken and documented in an
  organized, systematic way;
• Organize
  and lead regular project review meetings, including biannual and annual
  reviews;
• Coordinate
  external project evaluations as needed;
• Prepare
  monthly and annuals activity reports for the ACD/P;
• Prepare
  high quality and timely narrative reports for donors as necessary
• Provide
  input to the SMT as required.

• Represent
  Concern’s health and agri-nutrition programme at relevant government,
  donor, UN or inter agency meetings;
• Participate
  in Ministry of Health (MoH) ad hoc coordination meetings and collaborate
  closely with pertinent departments within MoH especially Integrated
  Management of Childhood Illness (IMCI), Nutrition, Malaria and Reproductive
  Health ;
• Develop
  close working relations with Health District and the provincial health
  authorities;
• Develop
  and maintain professional networks in Rwanda with donors, UN/NGOs and
  other agencies active in the health domain, paying particular attention to
  strategic alliances and good collaboration with WHO, UNICEF, IRC, WR.

• Third
  level qualification in Public Health
• 3
  years’ experience of development work (Health, Maternal and Child Health ,
  Nutrition, Agri-Nutrition)
• Experience
  in designing and leading health programmes , with particular experience in
  maternal, newborn and child health and/or reproductive health,
  nutrition/agri-nutrition.
• Proven
  experience in the design, monitoring, and evaluation of health programmes
• Experience
  in donor reporting
• Excellent
  organisational and planning skills
• Ability
  to manage time and meet deadlines
• Staff
  management skills and awareness of Performance Development Review/
  Appraisal systems
• Experience
  of staff development
• Excellent
  communication skills both verbal and written
• Very
  good working knowledge to fluent English
• Working
  level of French
• IT
  skills (statistical packages: Epi-info, SPSS, etc.)
• Self-reliant
  with a proven track record of working in environments which can be
  socially isolating
• Ability
  to work with culturally diverse groups of people

Education,
Qualifications & Experience Required:

• Professional
  qualification and experience in health system management, child health and
  nutrition, reproductive health in non-emergency contexts
• Experience
  and knowledge of approaches for social and behaviour change
• Work
  experience in Central Africa
• Fluent
  spoken and written French
• International
  driving license
• Skills
