Background

The
government of Rwanda has put in place measures to promote the Gender Equality
agenda through the establishment of a strong policy and legal framework
detailing the role of different actors in this domain. The implementation of
these instruments has seen many initiatives come up including the National
Gender Machinery Support Program between the One UN and the Gender Machinery.
This program is supported by UN Women, UNFPA and UNDP under the UN governance
theme group. The aim of the program is to strengthen the capacity of the
National Gender Machinery as a whole, specifically the Ministry of Gender and
Family Promotion (MIGEPROF), Gender Monitoring Office (GMO), Rwanda Women
Parliamentarians Forum (FFRP) and National Women´s Council (CNF) for them to adequately
promote the Gender Equality agenda at country level.

the key activities of the project is to conduct a Mapping of all Stakeholders
intervening in the area of Gender and Family Promotion, Women’s Empowerment
as well as Gender-Based Violence (GBV). This will permit the availability of
information and enhance effective coordination of the ongoing interventions of
the different stakeholders and actors.

As a
matter of fact, a big number of institutions/organizations (public and private,
international and local NGOs, Cooperatives, Civil Society Organizations,
Companies, Projects, UN Agencies and Development Partners) are involved in
Gender and Gender Based Violence (GBV) related work in all districts across the
country. Whereas this is a big strength in achieving gender equality, it is
also important to consolidate and effectively coordinate interventions to avoid
duplication which may translate into an inefficient use of resources and
efforts.

Scope of
the work

The
consultant/firm will identify institutions & organizations working in the
area Or Gender and Family Promotion, Women’s Empowerment and GBV at national
and decentralized levels. The consultant/ firm will further collect and compile
information regarding these institutions &organizations. The mapping
information will include: the name and nature (local or international
organization/ institution); vision, mission, objectives and historical brief of
the institution & organization; area of intervention and key interventions/achievements
in the current year; contacts (tel. and email address) of the Legal
Representative at national level; geographic coverage and average of estimated
budget per year (in the mentioned domains of interventions).

Consultant/firm will also develop a coordination mechanism to facilitate
efficient and effective coordination of the stakeholders´ interventions at
national level. He/she will organize the validation workshops to share the
outcomes and review the mapping reports based on the feedback.

Deliverables
- An inception report with a
clear methodology and a detailed work plan. - A comprehensive mapping
report including the list of all institutions/organizations intervening in
Gender and-Family Promotion, Women´s Empowerment and GBV with all
information regarding each institution as detailed above. - A well-defined coordination
mechanism of all interventions in the mentioned areas.
Required
qualifications
qualifications
- Minimum qualification of a
Bachelor´s Degree in Social Sciences, Education, Law, Development Studies,
and other related fields; with at least 5 years of working experience in
Gender, GBV and Women´s empowerment. - Evidence of having conducted
similar studies at national level - Fluency in English,
Kinyarwanda and French - Working experience in Rwanda
will be an added advantage. - Proven experience in
Statistics or Information Technology (IT) will be an added advantage.
