ARC Rwanda Program works with refugees from the
Democratic Republic of the Congo (DRC) ; People who’ve been displaced by
continuing violence and insecurity near their homes. The ultimate goal is to
help Congolese refugees return home when they’re ready. Until then, ARC
continues to maintain four major refugee camps and provide comprehensive
services to Congolese families ; Gihembe, Kiziba, Nyabiheke and Kigeme.
ARC does Camp management ; Gender-based violence
prevention and Response ; HIV/AIDS Prevention and care ;
Livelihoods ; Nutrition primary health Care ; Reproductive health
care ; Shelter and Infrastructure Construction ; Water and
Sanitation.
To achieve its mission, ARC is looking for the
qualified candidates to fill the following posts : 
1. Focal person in Health and Nutrition Program
for Gihembe and Nyabiheke Refugee Camps
Duties/Responsibilities
Technical Support, Oversight and Quality Control
• Responsible for ensuring quality of HIV/AIDS,
Health Education, Nutrition programs as well as other Health Center
activities at field level.
• Technically support ARCs health programs.
• Ensure adherence to donor guidelines,
specifically for PEPFAR (BPRM) and UNHCR grants.
• Ensure adherence to national/international
standards, specifically MoH, RBC and UNAIDS.
• Provide technical program support to ARC
Rwanda’s Health Program staff.
• Hold regular meetings with Health program staff
to identify problems and challenges in programming and implementation and to
identify areas in need of additional support/training.
• Develop an overall integrated Health Program
strategy for the two camps and design technically sound work plans and
timelines to achieve overall sector objectives and indicators.
• Integrate best practices of Health Programs
activities into technical trainings for health staff, with the follow-up of
out-of camp trainings organized by Donors and Government.
• Ensure stronger integration and better linkages
between Health centers activities with other cross-cutting health issues such
as HIV, Nutrition, GBV, through enhanced sector coordination and regular
meetings.
• Assist Medical Coordinator with technical
support, oversight and quality control to health center activities, including
Monitoring and Evaluation of all Health-related activities.
• Provide technical support to Medical
Coordinators, Head Nurses and Data Managers
• Facilitate and Coordinate good collaboration
between ARC’s Health Program and Health Committee of Refugees through regular
meetings and problem solving.
Program and Staff Management
• Responsible for organizing and managing all
aspects of Health Program in two camps (Gihembe & Nyabiheke), in
collaboration with the Medical Doctors and Camp Managers ; and for
managing and supervising the HIV/AIDS Program Coordinators, Health Education
Coordinators and Nutrition Coordinators in its implementation :
• Health program planning, design, management,
monitoring and evaluation in keeping with ARC and international standards and
practices.
• Train and support national staff in identifying
problems and appropriate responses for their resolution
• Develop systems for technical support for ARC
Rwanda’s Health Program staff, including capacity-building.
• Assist with staff retention by contributing to
the development of field staff through training, mentoring, and assisting
with professional advancement. • Other program and staff management duties as
assigned by Camp Managers and Senior Program Coordinator.
Program Development
• Responsible for the development of new programs
and program expansion (including proposal writing, program design, etc.)
• Work with the Senior Program Coordinator, Camp
Managers and Medical Coordinators to identify and secure Health specific
funding opportunities, including institutional donors (government and UN),
research organizations, foundations, and private donors.
• Meet with donor agencies on a regular basis to
ensure smooth project coordination and implementation, explore and develop
new Health program proposals for funding to strengthen existing programs.
• Responsible for writing monthly, quarterly and
annual reports, as well as donor reports (PEPFAR/BPRM ARC, RBC, MoH, UNHCR
and others as needed).
• Identify opportunities to expand and/or improve
integrated Health programming in ARC Rwanda.
• Other program development tasks as assigned by
the Camp Managers and Senior Program Coordinator.
Representation
• Participate in Health related coordination
meetings and ad hoc groups/task forces at national level, with MoH, RBC, USG
PEPFAR Team, UNHCR and others as needed.
• Represent ARC’s Health programs in discussions,
meetings, presentations, and other forums.
• Share information and outcomes from these
meetings with ARC’s health staff.
• Document ARC Rwanda’s Health programs
experiences to share with other agencies, organizations, and institutions.
• Engage in advocacy at national levels as needed
to support ARC’s work in Health-related issues.
• Other representation responsibilities as
assigned by the Camp Managers and Senior Program Coordinator.
Qualifications :
• Bachelor’s degree in Public health or Minimum
A1 in other skills related fieds.
• Fluent in English and French or Swahili as a
second language
• Ability to live and work in isolated areas in
Rwanda
• Experienced in writing reports
• Computer literate
2. Health Education Coordinator for Nyabiheke
Refugee Camp 
Duties/Responsibilities
• Develop, coordinate and assist in all health
education activities in Nyabiheke Camp including curative, preventive and
community Health
• Organize and supervise all health education
activities done by medical staff, community health workers (CHWs), traditional
birth attendants (TBAs), anti AIDs club members and peer educators
• Plan and oversee all instructional schedules
for community health workers
• (CHWs), traditional birth attendants (TBAs) and
peer educators.
• Prepare weekly and monthly themes for CHWs
• Should be able to descend to the beneficiary
residents and give Health 
Education
• Design an annual work plan according to needs
• Work closely with all health staff and the
trauma counselor team
• Ensure that key risks of Public Health importance
are identified in assessments and preventive measures are taken
• Ensure that promotion activities address key
behaviors of importance for Public Health and that they target priority
groups
• Ensure that behavior messages are understood
and accepted by intended target population
• Plan preventive health care messages provided
to refugees, in collaboration with health centre staff and other partners.
• Plan and conduct/follow-up health related
training
• Collaborate with other members of the health
team in writing monthly, quarterly and annual reports
• Collaborate with other ARC/Rwanda departments
as well as other partners
• Any other duties as requested by the Camp
Manager
Qualifications : • Bachelor’s degree in
environmental health sciences or any other related field. • At least 2 years
of experience working with NGOs.
• Fluent in English and French or Swahili as a
second language
• Ability to live and work in isolated areas in
Rwanda
• Experienced in writing reports
3. Storekeeper for Kiziba Refugee Camp
Duties/Responsibilities
• Receive supplies and equipment procured and
delivered to the field site/locations for program activities, office and
residence(s).
• Inspect deliveries to confirm that materials
delivered conform to the details of the Purchase Order, Delivery Note and or
Way Bill and that they are free of any damage before accepting them into the
store.
• Write out a Goods Received Note (GRN) for every
consignment received and inform the sector heads immediately.
• Make entries onto all stock control records
(Warehouse Register and Stock Cards).
• Ensure that the store is tidy and well arranged
all the time to ease removal of or getting in materials and or movement of
people.
• Ensure safety and security of stores, equipment
and materials kept in the various stores.
• Issue supplies and materials from the stores as
per the duly authorized Supply Requisition Form
• Write out a Way Bill for items being
transported to other locations.
• Manage the stock and keep track of inventory
levels and alert the sector heads and Logistics Assistant before materials
run out.
• Maintain stock cards for
equipment/tools/materials in storage.
• Periodically carry out self-auditing to ensure
that correct records are kept, systems and procedures are followed, and
reporting times are met.
• Prepare monthly stock/inventory reports and
submit them to your supervisor as required.
• Ensure that there is a constant check on the
perishables and those with expiry periods to ensure that such materials are
not kept longer than their stipulated expiry / perishable dates.
• Maintain and update good information/record
system for easy reference (copies of all relevant documentation including
delivery notes, way bills, purchase orders, and shipment, reports, etc.)
• Control access to stores and ensure that only
authorized personnel enter storage facilities.
• Perform any other duties assigned by the
supervisor, or any other ARC Senior Managers.
Qualifications :
• Advanced Diploma in accounting or any other
related field.
• Strong oral and written skills
• Computer Skills
• Minimum Two years experience in store
management
• Fluent in English and French or Swahili as a
second language
• Ability to live and work in isolated areas in
Rwanda • Computer Literate
4. Driver for Kigeme Refugee Camp
Duties and responsibilities :
• Obey all Rwanda traffic laws when driving ARC
vehicles
• Drive ARC staff and visitors safely to their
destinations
• Transport ARC goods to their destination in a
safe and responsible manner
• Assist in loading and unloading of vehicles and
trucks
• Wash and clean the inside and outside of the
vehicle
• Ensure that the vehicle has no less than a
half-tank of fuel during the week, and that the vehicle has a full tank every
Friday
• Record the mileage and fuel use of the vehicle
accurately in the log book
• Report all vehicle maintenance problems,
accidents and damage immediately to your supervisor
• Guard vehicle against thieves and vandals, and
ensure that vehicles are locked and parked in a secure manner
• Be available to work after hours and weekends
when necessary
Qualifications :
• Diploma/Advanced school certificate
• Over 2 years driving experience
• Pass drivers safety test
• Knowledge of mechanics helpful
• Fluent in English and French or Swahili as a
second language
• Ability to live and work in isolated areas in
Rwanda
