PIH/IMB Procurement Manager Job Vacancy in Rwanda

reduction initiatives in rural Rwanda since 2005.

PIH/IMB is seeking
outstanding candidates for the following positions.
Position Title:
            Procurement
Manager
Reports to:
               
Director of procurement and logistics
Location:                   
Kigali, with multiple trips to IMB sites
General Objectives:
Executing procurement processes for
local orders related to clinical products; constructions materials and services
as per PIH-IMB vision and goals for strengthening health care systems
Length of Contract: Indeterminate
Position location & Direct report: The
procurement manager will be based in Kigali with multiple trips in rural to
support PIH IMB Programs, he / she will directly report to the Director of
Procurement & Logistics
Key
Responsibilities:
  • Executing
    the day-to-day procurement & Logistics activities in order to support
    IMB programs support and implementations
  • Provide
    to Logistics coordinator support for clinical shipments and customs
    clearances process for a smooth supply chain.
  • Work closely with IMB programs, to assess; evaluate
    quantities and ensure that specifications provided by programs are
    adequate to meet expected services and goods.
  • Work closely with Districts and clinical programs to ensure
    that services requested are delivered in a timely manner
  • Sourcing
    and rate negotiation of local orders, and ensure delivery time and quality
    meet beneficiary expectations.
  • Prepare
    day to day procurement documents and  ensure that they meet
    procurement and financial  regulations for all local tenders and
     needs (consumables ad services)
  • Guiding
    the procurement junior staff in valuing key procurement Strategies /
    contingency plans and ensuring that strategies and plans are aligned with
    PIH-IMB objectives and goals.
  • Ensure
     that requirements  for  urgent procurement requests are
    met  as per the procurement best practices and basic standards
  • Harmonize
    and analyze fuel consumption reports for districts and cross sites before
    further orders.
  •  Organizing
    the procurement filing system for all orders related to goods and
    services.
  •  On
    weekly basis, review and update the procurement tracker for all confirmed
    orders and active contracts in order to update programs and districts on
    their requisitions.
  • Supporting
    the procurement team to follow up on orders that are executed in
    installments to ensure a complete delivery.
  • Assist
    IMB programs in processing their requisitions in a suitable way, including
    cost savings, cost avoidance, and ensuring that identified suppliers meet
    or exceed IMB needs at a reasonable price point.
  • Providing
    a proficient analytical and operational support logistics and supply
    chain, as well as assets management & inventory control.
     
  • Monitoring
    active contracts for effectiveness, identifying areas of weakness and
    suggest solutions for improvements.
  • Assist
    in the development and execution of global cost saving opportunities and
    perform other duties assigned by direct supervisor.
Qualifications Required
  • Minimum
    bachelor degree   in Finance; Management, Procurement and /or
     Supply Chain Management
  • Minimum
    4 years’ combined experience in Finance and procurement domains,
    preferably in international organizations dedicated to humanitarian
    programs with demonstrated experience in handling  emergencies
  • Able
    to handle  customs clearing operations and processes related to IMB
    external shipments
  • Demonstrated
    ability  in managing competing tasks and priorities ; skilled
     in using Microsoft Office software specifically those linked to
    financial management such  as advanced Excel; access  and
    PowerPoint.
  • Ability
    to take initiative to deal with challenges and capitalize on past
    experience and information available within the organization in order to
    become self-sufficient and autonomous quickly.
  • Ability
    to travel to the rural areas served by IMB to provide procurement
    assistance accordingly.
  • Energy
    and stamina to withstand long working hours and often stressful conditions
  • Having  fast analytical skills for risk assessment
     and able to work in a fast-paced environment and manage multiple
    tasks simultaneously
  • Demonstrated ability to interact professionally with
    multicultural staff, suppliers, and partners.
  • Interest in social justice and health care issues.
  • Fluency
    in Kinyarwanda is required. Professional proficiency in English is
    required. Proficiency in French is desired
