The
Single Project Implementation Unit of Rwanda Biomedical Center (SPIU/RBC) is
seeking highly motivated candidates to fill the posts of Quality Control and
Testing at the Drug Quality Control Laboratory (DQCL).
1.
Job title: Laboratory Manager (1 Post).

Purpose
of the position:
Under
the direct supervision of the Head of Laboratory Division in Drug Quality
Control Laboratory
  • (DQCL),
    the Laboratory Manager is responsible of coordination of the activities
    related to medicines and health products quality control and testing.
Duties
and responsibilities:
Organize
and ensure the proper implementation of Laboratory activities and Plan for
improvement:
  • Planning
    of testing laboratory unit safety and working conditions,
  • Prepare
    an annual operational plan for testing laboratory,
  • Prepare
    testing services cost submit to the Division manager for approval,
  • Prepare
    the proposal for new testing scope,
  • Elaborate
    the list of testing parameters and matrices foe accreditation,
  • Plan
    for laboratory Proficiency Testing (PT) and evaluate PT results,
  • Preparing
    and submitting laboratory unit reports.
Approval
of purchasing the necessary equipment, chemicals and other consumables:
  • Approval
    of Technical Specifications of equipment and reagents to be procured,
  • Participating
    in the technical evaluation committee on laboratory supplies,
  • Maintain
    the equipment maintenance and calibration schedules.
Preparation
of performance and training plan for staff:
  • Supervising
    the Lead officers and evaluating the performance of unit staff,
  • Planning
    for personnel training and proficiency testing,
  • Developing
    work programs for students on attachments,
  • Preparation
    of staff capability matrix,
  • Preparation
    of training plans for the Unit.
Preparation
of the procedures, test methods and standards operating procedures (SOPS):
  • Participate
    in the development of laboratory procedures and SOP’s,
  • Investigating
    and identifying potential sources of deviations and institute corrective
    actions for all analytical work,
  • Approval
    of new test methods and methods verification processes,
  • Initiate
    method development, method validation and estimation of uncertainty
    budget.
Preparation
of testing laboratory unit reports:
  • Ensure
    test data obtained from analytical work within the laboratory is secure
    and confidentiality is maintained,
  • Preparation
    of Unit daily, weekly, Monthly, Quarterly and end of year reports,
  • Preparation
    of unit project proposals and reports,
  • Authorize
    the laboratory testing reports before final approval,
  • Provide
    advice and recommendations on disciplinary actions.
Skills
and required qualifications:
Desirable: Masters degree
(Minimum) in Drug’s Quality Control, Pharmacy or Drug’s Analysis, Analytical Chemistry
with 1 year experience in a recognized Drug Quality control/Drug Analysis
laboratory.
Essential: BSc. in above
subjects (Pharmacy or Chemistry) with 3 years experience in a recognized Drug’s
Quality Control/Drug Analysis laboratory.
Key
technical skills and knowledge:
  • Excellent
    computer skills and proficient in Microsoft Office package (PowerPoint,
    excel, word, outlook, and access),
  • Excellent
    communication skills both verbal and written,
  • Knowledge
    of government contract management and Knowledge and experience in
    organizational effectiveness and operations management implementing best

Job title: Pharmaceutical Quality Control and Testing Officer (4 Posts).

Purpose
of the position:
Under
the direct supervision of the Laboratory Manager. the Pharmaceutical quality
control and according to the Standards operating procedures (SOPS).
Duties
and responsibilities:
  • Being
    responsible for accurate and quick performance of analytical work assigned
  • Receiving
    and ensuring proper storage of test samples, chemicals, materials and
    reagents;
  • Prepare
    and standardize solutions, materials and reagents used in laboratory
    analyses;
  • Carrying
    out tests, interpreting results and learning to spot obvious errors,
    identifying their source and rectifying;
  • Calculating
    uncertainties of measurement especially in cases of marginal test results
  • Prepare
    and maintain a variety of records and reports;
  • Participating
    in the development of new test methods in liaison with the Lead officer.
Taking
care of laboratory equipment:
  • Maintain
    inventory of laboratories equipment;
  • Maintain
    the assigned equipment using the manufacturer’s instruction or the
    applicable work instruction;
  • Observe
    safety regulations;
  • Establish
    a maintenance plan and request for its implementation.
Assuring
quality of test results:
  • Participate
    in elaboration of laboratory Standard Operating Procedures (SOP’s)
  • Planning
    and requesting for prompt and correct calibration of equipment and
    instruments under their care;
  • Participate
    in quality control programs and prepare statistical reports;
  • Implementing
    and participating in review of the laboratory quality system.
Procurement
planning and acceptance of supplies:
  • Give
    recommendation on equipment,’ chemicals and reagents required for testing
    including designing simple modifications and fixtures to facilitate
    performance of tests;
  • Preparation
    of proposal of technical specification of equipment spares parts and
    laboratory consumables for purchase;
  • Participation
    in evaluation of new equipment after commissioning
  • Maintaining
    inventories of laboratory supplies.
Participating
in trainings Technical committees meetings:
  • Participating
    in the relevant technical committees in standards development as a
    resource person;
  • Providing
    expert testimony to the legal department in court cases involving testing
    issues;
  • Training
    of students on attachment and ensuring their supervision at all times.
  • 1
    year experience in a recognized Drug Quality control/Drug Analysis
    laboratory or related field.
Keys
