Rwanda Revenue Authority is seeking to recruit self-motivated, qualified
persons to fill the following positions:

I. HEAD OF TRADE MANAGEMENT DIVISION (1)
The post is on Grade: 8
Under the supervision of the C

ommissioner for Customs Services, the Head of
Trade Management Division is
responsible for coordination and management of International Trade related
issues, statistics, tariff, valuation
and rules of origin, legal affairs and documentation.

Qualifications, Skills and Competencies
– At least a Bachelor’s Degree in Law
– At least 3 years working experience in handling legal matters in an
institution of higher reputation.
– Ability to analyze and set up policies;
– Logical thinking ability;
– Interpersonal Skills;
– Ability to work under pressure to meet deadlines;
– Oral & writing communication skills.

2. HEAD FISCAL REVENUE MONITORING AND
ACCOUNTING DIVISION (1)
The post is on Grade: 8
Under the supervision of the Commissioner for Finance and Revenue Department,
the Head of Revenue
Monitoring and Accounting Division ensures effective financial management of
revenue collections. He also
coordinates countrywide activities for both fiscal revenues collected in
Domestic taxes offices and Customs
services

Qualifications,
Skills and Competencies
– A Bachelor’s degree in Accounting or Finance. Having at least level 2 of
professional qualification in
accounting CACCA, CPA, and IPSAS) or Master degree in accounting or Finance is
an added
advantage.
– At least 5 years in relevant technical and administrative experience in
Public Financial Management.
– Computer skills with especially specific knowledge of accounting software
– Ability to interpret and apply financial rules and regulations
– Ability to follow specified procedures
– Ability to make mathematical calculations
– Ability to communicate
– Ability to work under pressure
– Report writing skills
– Proven leadership ability and the ability to evaluate the work of staff under
hislher supervision

3. ENTITY FINANCIAL MANAGEMENT DIVISION
(1)
The post is on Grade: 8
Under the supervision of the Commissioner of Finance Department, the
Expenditure and Accounting Division
Head ensures daily effective expenditure and budget management following
organic budget law and government
financial procedures.

Qualifications,
Skills and Competencies
– A Bachelor’s degree in Accounting or Finance. Possession of level 2 of
professional accountants
(ACCA, CPA, and IPSAS) or Master Degree in Accounting or Finance is an added
advantage.
– 5 years in relevant technical and administrative experience in Public
Financial Management
– Computer skills with ability to use Smart IFMS
– Ability to interpret and apply financial rules and regulations
– Ability to follow specified procedures
– Ability to make mathematical calculations

4. HEAD OF LOCAL GOVERNMENT REVENUES
MONITORING AND ACCOUNTING (1)
The post is on Grade: 8
Under the supervision of Commissioner for Finance and Revenue, the Head of
local Government revenues
monitoring and accounting ensures the effective financial management of the
division and supervises the
reconciliation activities of local Government revenues.

Qualifications,
Skills and Competencies
– A Bachelor’s degree in accounting or Finance. Possession of at least level 2
of professional Accountant
(ACCA, CPA, and IPSAS) or Master degree in accounting or Finance is an added
advantage.
– 5 years in relevant technical and administrative experience in Public
Financial Management
– Computer skills with especially specific knowledge of accounting software

5. ESTATES MANAGER (1)
The Post is on Grade 7
Under the supervision of the I-lead of Logistics and maintenance Division, the
Estates Manager is responsible
for all RRA assets and up-keep of all buildings and offices used by the
authority. He/she ensures that the
facilities are in good working order and are well maintained.

Qualifications,
Skills and Competencies
– Bachelors Degree in Estate Management or Civil Engineering and should
possess an A Level
Certificate (A2) Diploma in construction, knowledge of Architectural software
(AutoCAD& Archcad)
will be an added advantage.
– 4 years working experience in relevant technical in the field with at
least 1 year as a site engineer.
– Strong accountability manner and honest, Leader ship skills,
Negotiation skills, Planning skills, Project
management skills & Process design, Supervisory skill and MS Office.

6. SCIENCE AND FORENSIC UNIT GROUP
LEADER (1)
The post is on Grade: 7
Under the supervision of the Principal Investigation Officer, the Science and
Forensic Unit Group Leader
gathers, analyses and gives his/her opinion on technical and legal basis of
fraud evidences committed by tax
evaders.

Qualifications, Skills and Competencies
– Bachelor’s degree in Analytical and Forensic Chemistry, Law,
Accountancy, Computer Sciences,
Engineering, or related studies
– 2 yean; in relevant technical and general experience working in a
laboratory is usually required.
– Very good knowledge of Kinyarwanda, French and/or English and both
written and verbal, Very good
knowledge of report writing.
– Good knowledge of Microsoft word, windows, and excel. Good knowledge of
the internet and email.
– Very good inter personnel skills in order to relate to colleagues,
staff, superiors, infonnants, and
members of the publ ic.
– Good knowledge of how to analyze, collates, and evaluates information to
turn it into intelligence.
– The capacity to undertake analytical and painstaking work with
exceptional attention to detail;

– Good leadership skills and the ability to
evaluate work produced by subordinates.
– Very good knowledge of mathematical calculations.
– Very good knowledge of all departmental procedures including
specific procedures within the RI&ED.
– Very good knowledge of how to keep accurate records and how to maintain
them for departmental use.
– Great experience and very good knowledge of how to work to time
schedules, deadlines and end of
year requirements

7. FORENSIC OFFICER (1 )
The post is on Grade: 5
Under the supervision of the Science and Forensic Unit Group Leader, the
Forensic Officer gathers, analyses
and gives his/her opinion on technical and legal basis of fraud evidences
committed by tax evaders.

– Bachelor’s degree in law, Accountancy, Computer sciences, Engineering,
Finance or related studies
– 3 years experience in RRA or elsewhere in !he field of accountant,
audit and investigation, financial
analysis, etc.

– Ability to interpret and apply laws
– Ability to maintain accurate records
– Report writing skills
– Ability to work under pressure
– Ability to investigate and gather evidence
– Ability to communicate
– Proven leadership ability and the ability to evaluate the work of
subordinates.

8. ASSISTANT TO THE BOARD SECRETARY (1 )
The post is on Grade: 5
Under the supervision of the Deputy Commissioner of Legal and Board Secretary,
the Assistant to the Board Secretary is responsible for providing
administrative support during board and board committees meetings and follow-up
on the Implementation of BOD recommendations.

Qualifications,
Skills and Competencies
The candidate must have the following Qualifications, skills and
competencies
– A university degree in law.
– At least two (2) years experience in compliance related work
– Good communication and written skills

– Ability 10 maintain strict confidentiality
– An understanding of the legal system as it affects RRA
– Analytical, problem solving skills

9. LEGAL OFFICER (1)
The post is 00 Grade: 5
Under the supervision of Head of Legal Affairs Section, the Legal Officer
assists in the interpretation and application of tax legislation.

Qualifications,
Skills and Competencies
– Bachelor’s degree in Law.
– 2 years experience within RRA or elsewhere in legal issues
– Analytical ability
– Skills in legal drafting;
– Communication skills.
– Computer skills
10. INVESTIGATION OFFICER (2 )
The post is on Grade: 5
Under the supervision of the Domestic Taxes Unit Group Leader, the Investigation
Officer receives and analyses information concerning cases for possible fraud I
tax evasion and personally conduct inquiries into large-scale or sensitive
cases of suspected fraud.

Qualifications,
Skills and Competencies
– A Bachelor’s degree in accountancy, economics or management
– 2 years in relevant technical and experience within RRA
– Very good knowledge of Kinyarwanda, French and/or English, both written
and verbal and very good
knowledge of report writing.
– Good knowledge of Microsoft word, windows, and excel. Good knowledge of
the internet and email .
– Very good inter personnel skills in order to relate 10 colleagues,
staff, superiors, informants, and
members of the public.
– Good knowledge of how to analyze, collates, and evaluates information to
tum it into intelligence.
– Good knowledge and experience of how to carry out investigation
operations and how to gather
evidence effectively.
– Good leadership skills and the ability to evaluate work produced by
subordinates.
– Very good knowledge of mathematical calculations.
– Very good knowledge of all departmental procedures, including specific
procedures within the RI&ED.
– Very good knowledge of how to keep accurate records and how to maintain
them for departmental use.
– Great experience and very good knowledge of how to work to time
schedules, deadlines and end of year requirements.
