Main Responsibilities
  1. As a member of the Management Team, overall
    management of the Bank including representing the bank in Rwanda and
    abroad, in accordance with the bank’s Charter and list of competencies,
    implementing the Strategic Business Plan, decisions, policies and
    procedures as approved by the Board of Directors.
  1. As a member of the Management Team, ensure
    compliance with the laws of Rwanda, the requirements of the supervisory
    authorities, and the norms defined in the Charter of the Bank including
    supporting the activities of external auditors and inspectors of the
    National Bank of Rwanda (BNR), implementation of effective internal
    controls, and any corrective measures that may be necessary.
  1. As a member of the Management Team, ensure that
    the targets defined in the Business Plan and the current year’s Budget are
    met.
  1. Implement policy and procedures for Operations,
    and make recommendations for necessary adjustments to the policy and
    procedures.
  1. Responsible for the introduction of new
    products and services and adjustments to existing products and services
    within Operations Department.
  1. Liaison
    with Access Microfinance Holding AG regarding development of products and
    procedures, and their implementation.
  1. Close cooperation within the management and with other
    departments and divisions within the headquarters of the Bank to ensure
    the completion of overall goals
    and policies.
  1. General management and
    development of the department

    and all sub departments and securing of completion of the goals and tasks,
    which the Bank faces with regard to Operation business development in
    general and with regard to Retail (Banking Services, Card business and
    Consumer Lending, Cashiers, and Marketing).
  1. Following
    comprehensive feasibility study, identifying the appropriate branchless
    banking channel, and related services and products, to improve outreach in
    rural areas and densify presence in major urban centres: mobile wallet,
    mobile money, agency banking, etc;
  1. Leading
    implementation of the said strategy, by coordinating the efforts of all
    departments involved (IT, Operations, HR, Risks, etc.). This will imply:
    designing new services and products offered through branchless banking
    (including a pricing strategy), negotiation with key partners (financial
    institutions, mobile money operators, IT solution providers), the set-up
    and monitoring of the agents network, specifications for IT
    implementation, the design of procedures and controls, definition of the
    marketing plan, recruitment and training of staff; Constantly monitoring
    the results and performances of the new branchless banking, and making
    adjustments if required; Participating in the training of local staff and
    transferring knowledge to the managers identified to take over the
    development of the branchless banking at the end of assignment.
  1. Securing of an effective and motivating system of appraisal and development
    of the work of the department’s specialists in head office and branches.
  1. Ensuring a high standard of portfolio quality and monthly plan
    fulfilment regarding Operations Business.
  1. Organizing and maintaining of systematic communication and close cooperation
    with different sub-departments of the Bank, as well as continuous
    interaction with branch managers of the bank, heads of departments, and
    specialists in order to introduce effective approaches to and technology
    of attracting Operation clients, promotion of banking products, and
    development of long-term relations with Operation clients.
  1. Arranging/holding of trainings and seminars as well as development of training
    materials for Specialists of Operation Business and other Bank’s
    employees, related to the activities of the Business.
  1. Keeps close control on Anti-money laundering and
    Know your customer” issues
    as well as compliance with according national and international
    regulations.
  1. Ensures search for new clients, promotion of
    banking products, as well as develops and approves plans of working with the target group, taking into
    consideration market potential and possibilities of the Bank.
  1. Ensures preparation, implementation and
    improvement of the required internal
    regulatory and technological base
    for regulating and effective
    development of the Banking Services Business.
  1. Ensures image
    building
    through the work of local Operations Departments by, sound
    marketing and public relation strategies according to the overall goals of
    the Bank.
  1. Ensures a smooth process of everyday business
    from Head Office side as well as best possible support to the local Operation
    Departments when problems and
    questions
    regarding Operation Business issues arise.
  1. Contributes
    to creating positive and trustful relationships with employees and
    external customers alike.
  1. Fulfils all other tasks assigned by the CEO/
    Managing Director and the Board
Necessary experience and knowledge
       Education
level in line with BNR requirements.
       At
least 3 years’ experience as a senior management team member in retail banking
and operations.
       Total
of at least 5 years in banking.
       At least 2 years’ experience
in mobile banking and agent network design/management.
       Appetite for technology and
innovative solutions.
       Fluency
in English; ability to speak French an advantage.
       Command
of all Access Banks retail products and procedures.
       Command
of MS Office software – Word, Excel and PowerPoint.
       Good communication skills.
Results expected to achieve
       Meet
the bank’s annual targets; as well as the departmental targets
       Supervise
training, development and promotion of staff in the operations area.
       Develop
products and procedures.
       Lead
and manage the branchless banking initiatives of the bank
       Ensure
viable internal control systems and compliance with laws and other norms of
State authorities, and internal Bank decisions.
       Establish
and maintain a sustainable Banking Services and Operations Department.
       Raising
the profile of the bank in the local community.
