FBF Supply Chain Coordinator
Reports to: the Head of Division at
MPPD
The Government of Rwanda in collaboration
with the Clinton Health Access Initiative is working to implement a strategy to
combat childhood chronic malnutrition. The goal of this strategy is to develop
and deliver highly nutritious food products to children between 6 and 24

months
of age, who are at risk of being stunted if they do not get adequate nutrition.
In order to guarantee access to the product across all parts of the country, it
will be distributed through the channels and facilities of the health system.

The Medical Procurement and Production
Division within the Rwanda Biomedical Center(RBC) is seeking a Supply Chain
Coordinator to support the design and implementation of the national Fortified
Blended Foods (FBF) distribution system. The Supply Chain Coordinator will work
closely with development partners, the private sector as well as other
divisions of RBC and the Ministry of Health to design and operate the FBF
distribution system, and a corresponding monitoring system. This will involve
regular meetings in the field with key stakeholders to ensure program success.
The Supply Chain Coordinator will join
a results-driven and expanding team which works closely with a broader
multi-disciplinary team made of members from multiple organizations from the
public and private sector.
We are seeking a highly motivated and
dynamic individual with outstanding analytical, time management and
communication skills.  A successful candidate will be comfortable working
independently or as part of a team, and will display flexibility,advanced relationship
management skills, and deep personal commitment to producing high-quality
results.
Responsibilities:
  • Designing
    and mapping  potential scenarios for the distribution of fortified
    blended foods in Rwanda,under the supervision of the Medical Procurement
    Production Division at  RBC and with inputs from all key
    stakeholders;
  • Costing
    distribution scenarios to assess the feasibility and cost-effectiveness of
    their implementation at country level;
  • Coordinating
    implementation of the distribution model across a complex partner
    landscape including the Ministry of Health, District pharmacies,
    Decentralized Health services, other relevant GoR stakeholders, Africa
    Improved Foods and CHAI, among others development partners involved in
    Nutrition.
  • Design
    and implement a well organized monitoring and evaluation for the program;
  • Manage
    a team of operational and M&E staff, to ensure that the product
    reaches intended beneficiaries in a safe and timely manner;
  • Produce
    regular reports for MPPD and other relevant stakeholderson day-to-day
    operations;
  • Anticipate
    and address any obstacles that may impact program success;
  • Produce,
    monitor and update consumption forecasts and to ensure availability of the
    product at all level of the supply chain;
  • Identify
    and address any deviations on the agreed quality standard of the product;
  • Monitor
    implementation of the food purchase agreement between the Government of
    Rwanda and Africa Improved Foods, and promptly communicate any deviations
    to the head of MPPD;
  • Coordinate
    trainings and meetings related to the design, implementation, evaluation
    of the supply chain model.
  • Commit
    for three years retention to ensure capacity transfer to local staff
Qualifications:
  • Minimum
    of a Masters degree, preferably in supply chain management, business or public
    health;
  • 4+
    years of working experience in the private or public sector, with
    increasing levels of responsibility and leadership;
  • Formal
    training in supply chain management with experience in product
    distribution management,preferably in Rwanda;
  • Strong
    analytical and organizational skills;
  • Exceptional
    diplomatic and interpersonal skills, and ability to build relationships;
  • Ability
    to multi-task and deliver on multiple work streams in high-pressure
    situations with minimal supervision;
  • Strong
    communication skills, including the ability to synthesize information
    concisely, and prepare short reports or presentations;
Languages:
Fluency in English or French (Knowledge
of Kinyarwanda is an advantage)
Skills and knowledge
  • Ability
    to network and establish good relations with stakeholders;
  • Fast
    learner, adapts and responds to change;
  • Knowledge
    of latest developments and technology in supply chain management and food
    safety;
  • Strong
    understanding of supply chain processes, from program needs assessment,
    through planning, category management, procurement and contracting,
    logistics and delivery, monitoring and evaluation;
  • Strong
    overall knowledge and understanding of Nutrition programs in Rwanda,
    public procurement principles, financial and legal aspects of supply chain
    issues, ethics and risk management of supply chain operations.
