PURPOSE
OF THE JOB
Accountable
for professional technical contribution to the education programmes design,
planning, administration, monitoring and evaluation, data analysis and progress
reporting in particular for the Early Childhood Education (ECE) and School
Readiness component of the Education programme.
KEY
ACCOUNTABILITIES and DUTIES & TASKS
Within
the delegated authority and under the given organizational set-up, the
incumbent may be assigned the primary, shared, or contributory accountabilities
for all or part of the following areas of major duties and key end-results.
  1. Programme/Project
    Management:
Contribute to and technically support the
development of strategies, methodologies and identify new approaches to the
Early Childhood Education and School Readiness component of the Education
Programme.
Ensure the availability of accurate, complete and
up-to-date information required for effective Education programme and project
design, implementation, management, monitoring and evaluation, in particular
for the Early Childhood Education and School Readiness component, including
gender disaggregation; provide support for sharing the information with
relevant partners.
Draft sound Early Childhood Education programme
budgets for review by the supervisor and ensure that the Education Sector
component on Early Childhood Education is coordinated within the overall Early
Childhood Development Programme of the UNICEF country programme.

    Efficiency and Effectiveness
Enhance project efficiency and effectiveness
through implementation follow-on activities with various implementing partners,
including monitoring UNICEF inputs, local conditions and resources, flow of
supply and non-supply assistance and the status of the Early Childhood
Education and School Readiness component of the Education Programme and its
impact on the transition of young children to quality basic education.
Undertake field visits, and surveys in order to
monitor and evaluate implementation of programmes on Early Childhood Education
and School Readiness. Identify problems and proposes remedial action. Identify
alternative courses of action, to accelerate/improve programme delivery on
quality assurance in early childhood education and school readiness.

    Plan and Project Documentation
Analyse collected data and information and prepare
progress reports including monitoring and reporting indicators by gender;
drafts changes in project work plans and assists in identification of required
supplies and equipment as well as in providing contributions to country
programme documents for the Education and ECD programmes, assuring accuracy and
consistency with established rules, regulations and plans of action, and
provides support for consultation with partners as required on planning and
implementation of the Early Childhood Education and School Readiness component
of the Education Programme.

    Implementation Information and Data
Ensure the appropriateness of financial,
administrative and supply documentation; verify that Education project
expenditures are within allotments and that data is consistent with the project
information and database (e.g. VISION). Follow up on queries, including with
and by partners, or initiate corrective action on discrepancies.
  1. Knowledge
    Sharing
Compile project results, documentation,
implementation, training and orientation materials to promote knowledge sharing
with within the UNICEF office to ensure a coordinated approach to ECD and ECE
and with other partners, donors and media.
  1. Communication
    and Networking
  1. Ensure
    the effective communication and networking developed and maintained
    through partnership and collaboration with all stakeholders.
  1. Collaborate
    with Operations staff to implement internal controls systems and resolve
    day-to-day issues or discrepancies in financial or supply management; and
    provide support for orientation and training of all implementing partners
    to UNICEF financial and supply policies and procedures.
  1. Work
    with Government counterparts to exchange information on project
    implementation and status as well as movement and distribution of
    supplies.
  1. Supports
    coordination with members of the development community, including NGOs, UN
    and bilateral agencies in the exchange of information relating to
    Education and ECD sectors.
  1. Participates
    in internal & and external taskforces to address cross-sectoral
    programmes such as ECD, ECE, school health, etc. to promote synergistic
    and integrated programming.
MINIMUM
QUALIFICATIONS AND EXPERIENCE
  1. Education
University degree in one of the disciplines
relevant to the following areas: Education; Early Childhood Development, Early
Childhood Education, Primary Education, Social Sciences, or a field(s) relevant
to international development assistance.
  1. Work
    experience
Two years of professional work experience at
national and international levels relevant to Early Childhood Development
and/or Early Childhood Education and/or School Readiness programmes. Experience
working in the UN or other international development organization an asset.
Experience in the development of Early Development and Learning Standards, an
asset.
