General
call for Food Security and nutritional experts,
Technical
Assistance to enhance the Government of Rwanda’s capacities in the agriculture
sector for the sustainable use of land and water resources, value creation and
nutrition security

Outline
of the Programme:
The
general objective of this contract is “To support the government in
implementing the agriculture sector strategy, and in particular its
contribution to the national development targets by enhancing food and
nutrition security, the sustainable and efficient use of land and water
resources, the development of agricultural high-value chains and the
strengthening of Public Financial Management (PFM) capacities in the
agriculture sector.”

Qualifications
and Skills:
  • A
    Master’s Degree or equivalent in food security, nutrition, agronomy or
    related fields. 10 years extra experience can be substituted in the case
    of a degree classified as non-relevant to this programme
  • Excellent
    verbal and written communication skills in English (fluent);
  • Strong
    facilitation, leadership and communication skills;
  • Excellent
    interpersonal skills;
  • Good
    knowledge of standard software (Word, Excel, Power Point);
  • Proven
    skills at delivering methodological knowledge at different levels will be
    an important asset.
General
Professional Experience:
  • At
    least 10 years of professional experience in developing countries with
    increasing level of responsibilities (longer experience is considered an
    added advantage);
  • At
    least 5 years of professional experience in sub-Saharan Africa;
Specific
Professional Experience:
  • At
    least 5 years’ experience in managing and co-ordinating food security,
    nutrition, land or water, sanitation and hygiene (WASH) programmes in the
    field.
  • Experience
    in developing national nutrition programmes incorporating nutrition specific
    and sensitive actions in collaboration with Governments and other
    stakeholders
  • A
    minimum of 8 years’ experience working in the agricultural sector in
    development context required.
  • Previous
    experience in the development of national policies relating to land, food
    security and WASH policies.
  • Proven
    experience developing and managing networks of local organisations from
    the public, private and other sectors
  • Fluent
    in spoken and written English.
  • Experience
    on EU-funded projects is an advantage.
  • Ability
    to communicate in K inyarwanda.
