Introduction
Health records personnel are health professionals responsible
for acquiring, analyzing and protecting medical information vital to providing
quality patient care. In a general
term, health record personnel
use various specialized methods in collection,
storage, analysis, use, and transmission of information to meet legal,
professional, ethical and administrative records-keeping requirements of
health care delivery.

They work
with clinical, epidemiological, demographic, financial, reference, and coded
healthcare data. Health records
personnel play critical role in the delivery of healthcare through the
collection, maintenance and use of quality data to support the
information-intensive and information-reliant healthcare system (WHO, 2010).  

Due
to the important role played by the health record personnel, any case of
inadequacy in can means a series problem in the health care industry thereby
throwing the whole system into a state of confusion. Inadequate health records
personnel could be as a result of different reasons which include outright lack
of personnel, poorly trained personnel, poorly motivated personnel, etc. and
this can go in a very large extent to affect the quality of services rendered
in totality.
Statement of Problem
Inadequate
health records personnel in Ughelli Central Hospital has greatly affect the
appointment system in the hospital which has lead to poor management of
appointment for patients. This has greatly affected the efficiency of the
hospital leading to many of the patients in most cases showing their
displeasure on how the appointment system in the hospital is handled. Seeing a
large number of patients waiting for hours to see a doctor is the common situation
that one experience on a daily basis in the hospital.
The poor appointment system resulting from
inadequate health records personnel has also affected the way doctor attend to
patients. Most of the time in order to reduce the number of patients waiting
for the attention of the doctors, the doctors do not pay proper attention in
diagnosing patients health conditions and giving the required care needed by
the patients.
Objective of the Study
The general objective of this study is investigate
into the issue of  inadequate health  records personnel and its effect on
appointment system in health records practice in Central Hospital Ughelli.
However,
the specific objectives are as follows:
a)    To investigate into how inadequate health records
personnel has affected appointment system in Central Hospital Ughelli.
b)    To determine the causes of inadequate health
records personnel in Central Hospital Ughelli.
c)    To find out if the management of the hospital is
aware of the issue of inadequate health records personnel in the hospital.
d)    To find out the solution to inadequate health
records personnel in the hospital.
