Public Health Advisor Job Vacancy in London

BACKGROUND
The International Medical Corps UK office was established in 2002 in order to develop the European and UN donor based grant portfolio and represent International Medical Corps at operational and technical fora.
The office has a current staffing of eighteen staff and a growing portfolio of humanitarian, transition and development programs in Africa, Asia and Middle East. International Medical Corps UK is now seeking a Public Health Advisor to be based in the London office. This is a new position which will report to the Director of Operations and have a technical accountability line to the Director of Health Policy and Practice who is based in the Washington DC office.

The Public Health Advisor will provide technical advisory support to the International Medical Corps health programme portfolio in partnership with HQ and country programme staff. Currently, the health technical team, which consists of both US and global roving positions, addresses the broader social determinants of health inclusive of: reproductive health, gender based violence, mental health, water and sanitation and monitoring and evaluation. This position is intended to complement the specialist operational expertise by ensuring effective design, implementation and monitoring of quality public health programs based on best practice in response to the major health burdens affecting targeted countries/ populations.

ESSENTIAL RESPONSIBILITIES:
Program Development
 – Support the development of health assessments, design, planning, implementation and monitoring of programmes to ensure consistently high quality of results;
– Develop the health systems portfolio of work through analysis of current programme work and identification of new opportunities for support to selected country health sectors in line with prospective funding opportunities;
– Provide technical input into funding proposals, reports and external communications for International Medical Corps global;
– Further develop and implement guidelines, protocols and standard setting for health interventions, including roll-out at field level in order to achieve the highest quality of programme interventions;
– Support development of management/accountability mechanisms to ensure coherence between global, regional and national health policies and strategies and International Medical Corps work;

Capacity Building and mentorship
– Support health personnel recruitment (short-listing and interviewing) of public health candidates in collaboration with Director of Health Policy & Practice;
– Support the response to health related requests and enquiries from country programmes by undertaking relevant research and capacity building of team members during field visits, remote support and through distance learning modalities;
– Contribute to the ongoing development of International Medical Corps global health strategy and the measurement of progress towards the full achievement of the strategy through facilitation of dialogue with field teams and HQ desk teams.
– Design and deliver in-house training courses for International Medical Corps non-health staff on specific public health interventions;

Representation and Reporting
– Participate in and support the representation of International Medical Corps UK at relevant technical coordination, donor meetings and UK based health institutions, as well as sharing evidence and best practice through formal and informal channels;
– Participate in networking on technical issues with other UK and Europe based health NGOs with a v view to identifying and facilitating partnership opportunities.
– Develop quarterly workplans and reports to share within International Medical Corps UK programme office and with the global technical team.

QUALIFICATION
REQUIREMENTS:
– Advanced degree in Public Health or similar;
– At least 7 years¡¦ experience implementing International Health field programs covering a range of humanitarian, transition and development programs.
– Demonstrated experience in health programming at HQ level;
– Good knowledge of European donors (DFID, EU etc), including regulations, policies and requirements specific to the health sector;
– Experience in programme development including proposal writing and use of standard tools (eg, logframes, SWOT etc) ¡E Fluency in spoken and written English language necessary with preferred proficiency in spoken and written French;
– Excellent communication skills with an ability to collaborate effectively with a wide range of stakeholders;
– Ability to travel up to 40% of time.
