Background and Objective of the Recruitment
In line with the vision 2020, the Government of Rwanda has set in its Strategic Plan the target to increase access rate to electricity from the less than 15% to 50% by the year 2017 to serve as an engine for socio-economic development of the country. Power supply is and will be developed from all possible sources of energy in the country; from hydropower resources, Methane Gas of the Lake Kivu, Geothermal and Peat Resources etc.
It is expected that a cumulative total installed capacity of 1000 MW will be achieved by 2017 developed from the above mentioned energy sources.
The implementing agency for Energy Projects and Programs currently the Min¬istry of Infrastructure is facing shortage of capacitated human resources. It is in this regard that the Ministry of Infrastructure is looking for self motivated local experts, in different fields in order to occupy different posts available in the Energy Sector in order to join and complement the existing team.
TITLE: Local Expert in Charge of Energy Efficiency
The main assignment for the expert in charge of energy efficiency is to formu¬late a national energy efficiency strategy and ensure its overall implementation. He/she will also participate in the development of standards and regulations for energy efficiency in buildings, industries, factories etc, and put in place financ¬ing mechanisms (including carbon finance) to ensure sustainability and reliabil¬ity of energy efficiency initiatives.
Main Duties and Responsibilities
The local expert in charge of energy efficiency will be responsible for:
1. Review and analyze the opportunities and barriers to the effective promo¬tion of Energy Efficiency in Rwanda.
2. Support the on-going work to promote energy efficiency, including develop¬ment of national energy efficiency indicators, compiling best practices and strengthening national efforts to collect data on energy efficiency.
3. Exchanging information with all stakeholders about measures that could significantly improve energy efficiency on sectorial and cross-sectorial bases such as, but not limited to:
• Standards / codes / norms/ and labels for buildings, energy using prod¬ucts and services with a view to accelerating the market penetration of best practices taking into the local conditions.
• Methodologies for energy measurement, auditing and verification pro¬cedures, certification protocols and other tools to achieve optimal en¬ergy efficiency performance of buildings, industrial processes, relevant products, appliances and equipments.
• Enabling environment and tools for the financing of energy efficiency measures, and establishing principles for encouraging investments in energy efficiency
• Public procurement policies for encouraging uptake of energy efficient products services and technologies.
• Programs that help public institutions to become more efficient in build¬ings, vehicle, product and service purchasing and operations.
• Activities that increase the awareness of consumers and stakeholders through dissemination of clear, credible and accessible information on energy efficiency.
• Best practices guidelines for evaluating the effectiveness of energy ef¬ficiency policies and measures.
• Public-Private cooperation to advance energy efficient technology re¬search development, commercialization and deployment to accelerate deployment, diffusion and transfer of such technologies and Actions to accelerate dissemination and transfer of best practices and efficient technologies and capacity building.
4. Developing public-private partnerships for improving energy efficiency in and across key energy consuming sector, building on relevant initiatives.
5. Facilitating the dissemination of energy-related products and services that contribute to improving energy efficiency and
6. Other activities which advance achievement of the energy efficiency technolo¬gies dissemination in the country
7. Any other assignment given by his/ her hierarchical authorities
Qualification and Required Experience:
1. University degree preferably Masters in a relevant discipline in Energy management, Energy Engineering, Energy Economics, Applied science, Energy and Environment Management etc.
2. Knowledge and experience in conducting financial analysis of energy proj¬ects;
3. Experience in undertaking detailed data analysis and preparation of re¬ports;
4. Superior written anti oral communication skills in English and French;
5. Direct experience working with renewable energy, energy efficiency, and/or carbon finance projects would be an advantage;
6. Must be self-motivated and display common sense, a good work ethic, ini¬tiative and good project management skills;
7. Demonstrated ability to work and thrive in a team environment and con¬tribute to the goals of the team.
