Summary:

Program manager will
manage US Army Corps of Engineer task orders as they are awarded in the West
Africa I region.  In addition, the Program manager will assist with the
development of task order proposals through the establishment of relationships
with local contractors, site investigations and performance of budget and
schedule development.  The program manager is responsible for the
successful

management of design-build task orders after award including client
and local relationships.  The program manager  is also provides
oversight of the local procurement process supported by the IRD Infrastructure
MATOC Manager.

Essential
Job Functions:

  • Represents
    IRD in the establishment of  relationships with US Army Corps of
    Engineers, local contractors and staff for the West Africa I MATOCs
  • Conducts
    field missions to assess project sites when and where appropriate and
    needed;
  • Assists
    with proposal development in response to RFTOPs for the technical
    approach, budget and schedule.
  • Coordinates
    hiring in the field for execution of task orders;
  • Ensures
    task orders are completed on time within budget, maintains relationship
    with USACE COR and other client staff.
  • Provides
    oversight to the designer of record to ensure deliverables are met;
  • Manages
    the procurement process for the hiring of local design and construction
    contractors
  • Responsible
    for establishing field offices and teams as necessary;
  • Ensures
    on time delivery of quality project deliverables and reports.
  • Conducts
    the project needs assessment for project implementation according to the
    contract;
  • Ensures
    the timeliness, cost and quality of all activities performed under the
    project;
  • Coordinates,
    oversees and insures the quality of all training activities
  • Prepares
    weekly and monthly reports to the Infrastructure MATOC manager and
    Identifies new projects and makes recommendations as needed;
  • Develops
    new proposals for additional funding in existing programs and for new
    projects in country.
  • Other
    duties as assigned.

Required
Skills & Experience:

  • Bachelor’s
    degree in Civil Engineering or related field with 5+ years’ experience in
    managing international and government funded programs.
  • 10+
    years’ work experience in Civil Engineering or a related field, and in
    increasingly responsible positions within an infrastructure construction
    environment.
  • Demonstrated
    working knowledge of program planning cycles and different contracting
    mechanisms used by donor partners to make awards.
  • Demonstrated
    experience in managing staff in developing countries.
  • Knowledge
    of infrastructure construction and applicable QA/QC activities, including
    buildings, roads, bridges, dams, canals, etc. and all supporting documents
    such as design drawings, submittal procedures, scheduling, quality assurance
    plans, project specifications, contractual scope of works, progress
    payments, and etc.
  • Proficiency
    in Microsoft Office.
  • Fluency
    in English.

Preferred
Skills & Experience:

  • Master’s
    degree in Civil Engineering or related field.
  • Demonstrated
    experience with international and host nation governments in developing
    and post-conflict countries.
  • Demonstrated
    experience successfully managing design and construction projects
