BASIC
FUNCTION OF POSITION

Working under the supervision of the Senior Locally Employed Staff (LES)
Systems manager, this position is responsible for administering the SharePoint
Intranet infrastructure at Post including all web pages hosted on our site
collection. Serves as SQL database administrator, Microsoft IIS

manager, and
content manager. Responsible for the installation, configuration, security,
operation, and maintenance of servers, equipment, and software related to
SharePoint/IIS/SQL Server infrastructure. Responsible for working directly with
all offices in the mission to help them better utilize SharePoint and modifying
the SharePoint Intranet as needed.

The incumbent will
also serve as Post’s in house IT trainer and perform all training related
activities including end user support for various Department of State software
packages including installation, maintenance and troubleshooting of such
systems in the unclassified system under the operation of US Embassy Dar es
Salaam for employees to accomplish job results by planning conducting and
evaluating computer training.

MAJOR DUTIES AND
RESPONSIBILITIES:
Database Administration and Development
60%
Oversee the SharePoint/IIS/SQL Server infrastructure, user access and
application development and deployment – taking the lead role in implementing
SharePoint/IIS/SQL Server across the mission. Support the installation,
configuration, security, operation, and maintenance of servers, equipment, and
software related to SharePoint/IIS/SQL Server infrastructure.
Participate in planning and execution of tasks related to the evaluation of new
SharePoint/IIS/SQL Server based initiatives (Upgraded Versions, Third-Party
Solutions, and Integration with additional Enterprise Systems).
Develop, configure and maintain document libraries, enterprise lists and site
collections. Perform typical system administrative activities such as site
creation, user training, backup, restore and issue resolution.
Technical support of InfoPath forms, including communicating the location of
form libraries, their purpose and workflows.
Coordinate with all sections in standardizing and optimizing the way
data/information is stored and retrieved.
Provide technical guidance to the management team in the technologies related
to the development and support of an Enterprise SharePoint Server environment.
Serves as a subject matter expert for all software utilized at post with an
emphasis on MS Office support and training.

Customer Services
20%
Provide assistance to users of information management services, including configuring
and optimizing software.
Train users in the use of new software applications and provide
guidance/assistance with new or amended information technology-related policies
and procedures.
Promote end user involvement in technology and technical decision-making.
Improve and support connectivity with US Government foreign affairs partner
agencies at Post.
Responsible for the capabilities and functionality of the training room
equipment and advises IMO on changes to the training room.

Network Administration

Administer and operate unclassified telecommunications network equipment
including cryptographic equipment, multiplexers, modems, routers, and switches.
Install, operate and maintain network hardware and software.
Troubleshoot and restore outages within the network.
Perform daily operations as defined ISC standard Operating Procedures.

Other Duties

The incumbent will perform other duties and projects as assigned by the Senior
Systems Manager or Information Management Officer such as but not limited to
Physical expansion of local area network, supporting and maintaining ODI
network.

QUALIFICATIONS
REQUIRED
All applicants must address each required qualification listed below with
specific and comprehensive information supporting each item. Failure to do so

Education:
Successful completion of four-year degree in Information Technology, Computer
Science, Management Information Systems or Computer Engineering is required.
Experience:
At least two years working as a Network Engineer or IT Technical Support
position with emphasis on database management and website hosting is required.
Language:
Level IV (fluent) in English and Kiswahili (speaking, writing and reading) is
required. (This will be tested)
Skills and Abilities:
Incumbent must possess IT skills in Microsoft Server 2008 R2, active directory,
network security design principles, and Microsoft SQL server 2005 is required.
(This will be tested).
Job Knowledge:
The incumbent must possess advanced specialist knowledge in the IT field with
advanced knowledge in MS SQL, Internet Information Services (IIS), and website
hosting is required.

CRITERIA:
Management will consider when determining successful candidacy: nepotism,
conflicts of interest, budget, and residency status.
Current OR employees serving a probationary period are not eligible to apply.
Current OR employees with an Overall Summary rating of Needs Improvement or Unsatisfactory
on their most recent Employee Performance report (EPR) are not eligible to
apply.
Current NOR employees hired on a Family Member Employment (FMA) or a Personal
Service Agreement (PSA) are not eligible to apply within the first 90 calendar
days of their employment, unless they have a When Actually Employed (WAE) work
schedule.
The candidate must be able to obtain the local security certification.
