The Government of Uganda has long recognized the need for evidence-based policy-making as being central to its advance¬ment in general and poverty reduction in particular. This recognition is demonstrated in part by the emphasis that Government places on monitoring and understanding the socio-economic dynamics and impact of its policies and programmes. To support its systems, the Government received a Grant from the United Kingdom/DFID for strength¬ening evidence based decision making in Government. The Office of the Prime Minister now wishes to recruit personnel to the following positions.


POST TITLE: Results Advisor

Duty Station: Kampala.
Age: 35 Years and above

Reports to: Commissioner Monitoring and Evaluation

Job Purpose:
To strengthen the capacity of Office of the Prime Minister to make more efficient and intensive use of empirical evidence in the assessment of public policies and programmes.

Duties:
• Assist in the formulation of National Policy and Strategy frameworks for rationalizing and harmonizing the roles, responsibilities and minimum standards of institutions in the generation and use of monitoring and evaluation data in policy and planning.
• Strengthen the quality and timeliness of semi-annual strategic performance reporting to Cabinet, and assist in dissemination and follow-up of key actions.
• Advice on the harmonization and alignment of Development Partner interests into Government policies and frameworks, including Joint Budget Support Framework.
• Assist in the establishment of a national evaluation facility to finance, coordinate and disseminate public policy and programme evaluation
• Supports the strengthening of OPM,s effective engagement with the sectors in the provision of timely and quality performance
• Any other related duties as may be assigned from time to time.

Requirement:
Qualifications and Work Experience:
• Must have Bachelors of Science in Statistics, Social Science, Development Studies or Arts in Arts from a recognized University I Institution
• A Masters Degree in any of the following disciplines; Statistics, Economics, Development Studies, or Policy Analysis from a recognized University I Institution
• Must have a minimum of 10 years experience in Policy Analysis, Performance assessment, Performance Management, or Monitoring and Evaluation or in a related field.
• Additional Training in Monitoring and Evaluation is a requirement
• Be familiar with Government of Uganda programs and its operations especially the National M&E Policy.
• Be able to provide high level guidance to Government in strategies for policy effective implementation.
