The Bureau for Institutional
Reform and Democracy (BiRD)
is looking for a Senior Expert in
communications, public relations and media for a short-term mission within the Technical Assistance to the
10th EDF Democratic Governance Programme in Malawi
, financed by
the European Union.

10th EDF Democratic Governance Programme

Mission: Communication, Media
and
Public Relations Strategy Development Support to the National Initiative for
Civic Education (NICE)

Location: Malawi

Title: Senior Expert in
communications, public relations and media

The mission will be
based at NICE head office in Lilongwe and will involve two field trips outside
Lilongwe (for meetings with the Board, staff, volunteers and stakeholders in
each of NICE’s regional work stations of Mzuzu and Blantyre).

Duration: Starting April 1 2015 until
end of June 2015 (44 working days)

The consultant team
will consist of 1 expert in the field of public relations. The expert will be
responsible for overall planning, coordination and management of the mission as
well as the overall analysis, conclusions and recommendations as drafted and
presented in the various report.

Education:

  • Advanced
    university degree in Mass Communications, or the social/behavioural
    sciences with emphasis on participatory communication and planning, social
    mobilisation and impact evaluation of communication interventions.

Experience:

  • At
    least ten years’ experience either working in the media or as as
    communications or PR consultant.
  • Knowledge
    of current developments and practices in communication including digital
    media, participation, community organization and empowerment.
  • Previous
    experience in the development of communication and PR strategies will be a
    strong asset;
  • Experience
    in training in media relations and/or PR desired;
  • Knowledge
    of civic education and human rights and rights based approach would be an
    asset.
  • Ability
    to express clearly and concisely ideas and concepts in written and oral
    form.
  • Proven
    skills in communication, networking, public relations and negotiation.
  • Good
    knowledge of the democratic governance sectors will be an added advantage.
  • Proven
    experience of active work in the communications, public relations and/or
    governance sector(s) in Malawi or in the
  • Experience
    in Southern Africa region is required
  • Excellent
    analytical competence and interview skills
  • Active
    listening skills and strong report writing skills

Language:

  • Fluent
    in spoken and written English
