ROLE
PURPOSE
The
Senior Child Health Advisor will provide leadership in all child health-related
technical areas, with a particular focus on community-based health services and
related research. S/he will provide state-of-the-art technical inputs into the
development of the content and implementation strategies for evidence-based,
high impact child health interventions. S/he will advance the child health work
of Save the Children in Malawi though a strong focus on internal programming
and external partnerships. S/he will oversee several child health-focused projects
and studies, ensuring sound management and effective implementation though each
project or study team. Externally, s/he will work in close collaboration with
external partners, including the Ministry of Health (MOH), in particular the
Integrated Management of Childhood Illnesses (IMCI) Unit and National Malaria
Control Programme (NMCP); relevant national-level Technical Working Groups, in
particular the IMCI TWG; Unicef and other UN agencies; development partners;
other NGOs; research institutions; and other external stakeholders. This
position is based in Lilongwe with frequent travel to districts to supervise
and provide technical support to the child health components of Save the
Children’s field projects.

KEY
AREAS OF ACCOUNTABILITY
Technical
Leadership
  • Provide
    technical leadership and support to the child health components of Save
    the Children’s projects, in particular iCCM
  • Provide
    leadership and technical assistance in child health and iCCM to the MOH
    and other in-country development partners, including support to the
    development of relevant child health-focused national plans, strategies
    and policies
  • Provide
    technical assistance for the development and implementation of child
    health-related behavior change strategies and activities
  • In
    collaboration with Monitoring, Evaluation, Accountability and Learning
    (MEAL) colleagues, support the development of feasible and effective
    monitoring approaches for child health-focused interventions and projects
  • Coordinate
    with external partners to support the development of training manuals,
    supervision and monitoring tools, communication materials, job aids and
    other technical materials to support the implementation of child health
    interventions by Save the Children and other organisations
  • Conduct
    periodic field visits to Save the Children child health and iCCM projects
    and studies to monitor the technical quality of interventions
  • Lead
    the Save the Children Malawi iCCM Technical Working Group (TWG), ensuring
    that all Save the Children projects working on iCCM coordinate and
    collaborate effectively, promoting the sharing of technical resources,
    learning and mutual support
  • In
    collaboration with MEAL and other technical colleagues, develop research
    protocols and tools related to child health and support child
    health-focused research activities
  • Prepare
    research papers, presentations and scientific articles based on primary
    research conducted by Save the Children projects and studies, and
    collaborate with other technical experts to identify suitable
    opportunities for sharing evidence from Save the Children child
    health-focused programming
Representation,
Networking and Advocacy
  • In
    collaboration with Advocacy colleagues, lead on child health-focused
    advocacy initiatives and serve as a child health technical resource for
    the Advocacy department
  • Stay
    abreast of the latest child health technical evidence and data, both
    global and Malawi-specific, and periodically share with technical and
    programme colleagues in the Health Department and other teams
  • Serve
    as Save the Children Malawi’s focal person for all child health and
    iCCM-related issues, liaising with the MOH, UN agencies, other NGOs, donor
    agencies, academic and research institutions, professional bodies and other
    in-country stakeholders as appropriate
  • Represent
    Save the Children Malawi’s child health priorities and projects in
    professional circles, including meetings, conferences and presentations
  • Ensure
    Save the Children’s active participation and contribution to policy
    dialogue and engagement at the national level, including relevant TWGs,
    sub-committees and other forums
  • In
    collaboration with the Director of Health, ensure that Save the Children
    Malawi’s child health and iCCM-focused programming and strategic ambition
    is effectively communicated to and supported by other Save the Children
    entities, including Save the Children members and the Health and Nutrition
    Global Initiative
Strategy
and New Business
  • Support
    the Director of Health and Director of Programme Quality and Development
    (PQD) to identify and develop new child health-focused projects and
    studies
  • Ensure
    that child health and iCCM are well represented in Save the Children
    strategies, both Malawi-specific and global, seeking relevant inputs from
    a range of internal and external stakeholders and leading on subsequent
    operationalization
  • Support
    the child health components of Save the Children Malawi’s emergency
    preparedness plans and emergency response as required
Project
and Staff Management
  • Oversee
    the effective implementation of all projects and studies under his / her
    responsibility, including proper internal and external reporting and
    monitoring of expenditure against budget
  • With
    support from Director of Health and the Save the Children Malawi’s Human
    Resource Department, lead the recruitment of Save the Children staff in
    projects and studies under his / her responsibility
  • Manage
    and provide support to the staff reporting to this position, implementing
    effective performance management in accordance with Save the Children
    policies
  • Ensure
    that all new project and study staff receive an effective orientation on
    Save the Children and child health programming
  • Ensure
    all project and study staff receive appropriate training in accordance
    with the HR and staff development policies of Save the Children

QUALIFICATIONS
AND EXPERIENCE
  • A
    health-related degree is essential
  • Candidates
    with an MSc in Public Health or another relevant discipline are preferred
EXPERIENCE
AND SKILLS
  • Demonstrated
    experience in a senior health technical advisory or project management
    role within an NGO or similar organisation is essential
  • Demonstrated
    experience in a senior management or technical role within a child health
    project is desirable
  • Strong
    knowledge of child health and community-based health services policy and
    practice in Malawi
  • Strong
    knowledge of current child health and iCCM nutrition policy and practice
  • Demonstrated
    experience of working with complex teams in different geographic locations
  • Demonstrated
    experience of working in fast-moving and fluid professional environments
    with multiple competing deadlines and tasks
  • Excellent
    people management and leadership skills
  • Excellent
    communication skills in Chichewa and English, both oral and written
  • Computer
