The
First Nations Health Authority (FNHA) is currently undertaking the historic
transfer of programs, services and budget from the Federal government to create
the first province-wide First Nations health authority of its kind in the
country.

POSITION SUMMARY

The Data Entry Clerk
is responsible for processing of MSP Health Card applications, verification of
BC Ambulance invoices and the preparation of reports and documentation as
requested.  This position reports and provides direct support to the
Program Manager, Eligibility and will advise the Manager of any data
inconsistencies and process inaccuracies.

ORGANIZATION

This position
reports to the Program Manager, Eligibility.

ACCOUNTABILITIES

Administration

Verifies, gathers
and enters data into database; assists in problem solving and implements
quality control procedures
Prepares and processes reports and other required documentation
Receives reviews and analyzes submissions/ documentation for accuracy and completeness.
Provides data capture services including maintenance and clean -up activities.
Provides quality assurance support services; verifies all information and
documentation is consistent and complete.
Compiles and coordinates statistical, standard and ad-hoc reports from the
database. Provides analysis and recommendations and /or written reports for use
by management.
Organizes and updates the organization’s tracking systems and tracks all
activities related to the receipt, review, documentation, verification and
dissemination of manual and electronic submissions/documentation and related
information received.

Policies and
Procedures

Possesses basic
knowledge of First Nations communities and issues
Provides review and analysis as required by the Program Manager, Eligibility
Periodically reviews processes and procedures. Makes recommendations, and makes
adaptations to forms, procedures and documents
Provides general program/administrative/clerical support services
Performs other duties and responsibilities as required

EDUCATION,
EXPERIENCE AND PERSONAL QUALITIES

A High School
education (Diploma/Certificate) is a minimum requirement. A 2 year
post-secondary education(Certificate/ Diploma) will be considered an asset for
the position
Knowledge of the FNHA Health Benefits program.
Knowledge of the Tripartite Framework Agreement and Health Benefits
sub-agreement as it pertains to eligibility requirements
Knowledge of manipulation and retrieval techniques to create documents,
spreadsheets, databases, presentations, to analysis and review data
Knowledge of the policies, programs, operations of BC Provincial government as
it pertains to the MSP Health Care Cards
Knowledge of the relevant portions of the Indian Act on registration to
determine eligibility to access benefits through the FNHA Health Benefits.
Knowledge of the relevant portions of the appropriate Access to information and
Privacy Act in order to ensure confidentiality of information.
Analytical and problem-solving skills to review and/or search and retrieve
relevant background and related information to identify issues and provide
recommendation.
Data input and maintenance techniques, ability to verify information against
established criteria and the ability to use spreadsheet programs and customized
databases to support FNHA requirements for determining eligibility.
Written and verbal skills to provide advice to First Nation clients on MSP
applications, in writing and verbally.
1-2 years of experience in the field of health, ideally having experience in
financial analysis
Some knowledge of current health programs and services and best practices
Some knowledge of health related activities within First Nations communities
Demonstrated problem solving, decision making and persuasive skills
Strong people skills, with an ability to form dynamic working partnerships with
multiple stakeholders
Must have proficient use of current office productivity software (Microsoft
Office suite of products)
Excellent oral and written communication skills – must be able to communicate
effectively with diverse audiences and produce professional reports with
attention to detail and accuracy
Experience in working with First Nations would be an asset

WORKING CONDITIONS

Normal office
conditions with occasional travel to meetings
