EQWIP HUBS is a consortium
partnership implemented by two international youth development organizations
Canada World Youth/Jeunesse Canada Monde (CWY) and Youth Challenge
International (YCI). The cons
ortium includes TakingITGlobal (TIG), Education
Development Center (EDC) and UN-HABITAT.
Initiative Description:
The project is currently
receiving applications for a Monitoring and Evaluation Lead for EQWIP HUBS:
Powering Youth Innovation for Sustainable Livelihoods, which will be
implemented across six countries. The ultimate goal is to improve the economic
and social well-being of poor and marginalized communities in developing
countries.
Position Description:
The Monitoring and Evaluation
Lead will be responsible for the overall management of monitoring and evaluation
activities, including PMF design, support for data collection, data analysis
and knowledge sharing strategies. S/he will ensure that project outcomes are
being achieved and that appropriate data is being collected and collated. S/he
will be responsible for determining and disseminating lessons learned and
good/best practices in collaboration with partner agencies. S/he will establish
and maintain positive, collaborative and productive relationships with EQWIP
staff and implementing partners.

KEY RESPONSIBILITIES
- Provide overall management for the design and
implementation of the EQWIP Hubs M&E system, working closely with
other EQWIP Hubs staff, consultants, youth and partners - Support technical work such as reviewing indicators,
data quality, reporting methods, designing reporting tools and advising
M&E technical assistance - Provide progress updates to the Chief of Party, donors
and key stakeholders - Serve as the primary point person for all monitoring and
evaluation related work - Develop and refine various EQWIP Hubs data collection
instruments ,both quantitative and qualitative, with an emphasis on
participatory tools - Maintain a results database to aggregate and analyze
data - Develop and maintain a system for knowledge management
- Develop results and performance reports, in addition to
other briefings, summaries, papers and presentations for various audiences
as needed - Train EQWIP HUBS partners and staff on the efficient use
of the monitoring systems, provide ongoing coaching/support through
regular project site monitoring visits - Ensure quality control, problem solving and implement
adaptations as needed - Document good/best practices, lessons learned and trends
- Research and collect content and stories about the
project’s achievements
ESSENTIAL QUALIFICATIONS
- Minimum of five years professional experience in M&E
with responsibility for designing and implementing M&E systems - Experience building organizational capacity in
monitoring and evaluation and/or training individuals in monitoring and
evaluation - Passion and enthusiasm for utilizing measurement to
improve programming - Ability to manage competing priorities, work with
deadlines and attend to projects and work processes - Energetic and collaborative spirit, with the ability to
work independently and take initiative, and a willingness to develop new
skills on the job - Excellent organizational skills and strong attention to
detail - Self-motivated with the ability to multi-task and work
effectively - Experience working in collaborative, cross sector
environments to facilitate conversations or solve problems among
individuals with diverse perspectives - Proven ability to design and implement participatory
monitoring and evaluation tools - Familiarity with youth focused indicators and outcomes
- Experience designing and managing beneficiary monitoring
and database systems - Experience in planning and performance measurement,
including indicator selection, target setting and reporting - Knowledge of a variety of evaluation methodologies
(e.g., qualitative, quantitative, mixed-method, and impact) and data
collection and analysis methodologies - Proven ability to manage and provide ongoing training
and support to M&E field officers - International experience preferably with a focus on
youth - Strong interpersonal and communication skills
- Availability to travel
- English fluency required, French/Spanish language skills
are highly desirable
