Introduction
World
Wide Fund for Nature (WWF) – Eastern and Southern Regional Program Office
(ESARPO) is implementing the Education for Sustainable Development (ESD) East
Africa Program through the Lake Victoria Catchment Environmental Education
Program (LVCEEP). LVCEEP is a regional transboundary program working in the
catchment of Lake Victoria in Kenya, Uganda, Tanzania and Rwanda. In Rwanda the
program is being implemented in partnership with the Rwanda Environment
Management Authority (REMA).

program is working with policy makers to support the development of ESD
policies for the countries and mainstreaming of ESD into curricula and policy
documents. In regard to this WWF — ESARPO conducted a curriculum analysis for
Kenya, Uganda and Tanzania to assess the status of ESD in the curriculum and
other education policy related documents in 2010. WWF/LVCEEP in close
consultation with REMA and the Ministry of Education, intends to conduct a
similar analysis of the Primary and Secondary school curriculum and related
policy documents for Rwanda.

- Review education policy
documents for Rwanda in relation to Environmental Education (EE)/ ESD; - Review any other policy
documents related to education in relation to EE / ESD; - Review the Primary and
Secondary school curriculum of Rwanda and analyze it in terms of FE / ESD
aspects both in content and pedagogy; - Identify EE / ESD issues
addressed in the curriculum and any gaps; - Synthesize the above data
and make appropriate recommendations and guidelines of how the ESD East
Africa program can continue to make an impact where EE / ESD and the
curriculum is considered in Rwanda.

consultant will be responsible for undertaking separate consultations as
appropriate and for producing the report which will include inputs from the
documents review, key stakeholder consultative meetings and a set of
recommendations. These will reflect both the findings from the documents review
and the consultative meetings.

guidelines on how the LVCEEP Program and other stakeholders can continue
to make an impact where EE / ESD and the curriculum
Qualifications
for Consultant

- The Consultant should have
the following qualifications; - At least a Master´s degree
in Education, Environmental Education, Education for Sustainability or any
other related discipline - Over 8 years work experience
in the relevant field with emphasis in educational policies, curriculum
development and environmental education - Excellent writing skills and
ability to conceptualize EE/ESD concerns. - Ability to engage
proactively with LVCEEP team members, stakeholders, beneficiaries and
other relevant organizations. - Demonstrable track record of
undertaking similar assignments - Experience in working with
teaching and learning institutions in the Lake Victoria Basin will be an
added advantage.
