12 + Program Officer (10 people)


Position Title 1:12 + Program Officer (10
people)

Position Location: District in South or
Western Province

(Kamonyi, Muhanga,
Ruhango, Nyanza, Huye, Gisagara,,Nyamagabe, Nyaruguru, Rusizi, Nyamasheke)

Department: Programs

Report to: 12+ Program Manager

General Function:

The 12+ Program
Officer has the overall responsibility to Implement 12+ program to Improve the
health and social-economic assets of adolescent girls In the targeted district
of South or Western Province.

Specific Job
Responsibilities:
         

·        
Ensure
the quality Implementation of the 12+ program content with support from the
supervisor using adolescent-based girl groups, safe spaces, mentor support to
enhance the social status of girls as required
·        
Develop
and maintain relationships with community members and existing structures to
support the Implementation of program plans
·        
Together
with key community stakeholders, select, improve and use safe spaces in the
community to support confidentiality and security of adolescent girls during
their education sessions
·        
Build
the knowledge and capacity among stakeholders at cell, sector and district
levels to scale up and sustain the 12+ program
·        
Maintain
excellent communication between the project and the MOH and local leaders and
other NGOs
·        
Promote
and protect the well-being of girls members of 12+ by maintaining high ethical
standards In all activities
·        
Contribute
to the improvement of content of the training modules for 12+ program
·        
Support
In the recruitment, training, supervision and maintenance of Mentors of girls
·        
Responsible
of regular documentation of success stories and best practices through the
implementation of the 12+ program
·        
Participate
In the monitoring and evaluation of program outcomes and Impact
·        
Support
12+ Program Manager in meeting all reporting requirements of MOH, WR
headquarters and District leaders
·        
Represent
the organization in workshops, meetings and other events related to 12+ at
district level
·        
Ensure
a proper management of assets made available to him/her for the Implementation
of the 124 program
·        
Prepare
and submit budget for the 12+ program activities in consultation with the
Program Manager
·        
At
field level, be involved in budget review for relevant activities;
·        
Prepare
and submit cash flow, expense authorization and material request forms for 12+
program activities
·        
Any
other duties as mutually agreed with the line manager World Relief 12+ Program
Manager.

Monitoring and
Evaluation officers (2)

Position Title 2: Monitoring and
Evaluation officers (2)

Position Location: Kigali, Rwanda (WR Rwanda
HQ)

General Function:

Under the
supervision of RDE manager, The ME officer conducts monitoring and evaluation
activities as per M&E standards. 1 he person Is responsible for database
creation and management and ensures that there Is an easy retrieval of
information.

Key
responsibilities
:

1. Data
collection and management

·        
Based
on programs indicators, elaborate data collection tools or upgrade existing
ones
·        
Ensure
that there Is an effective collection of routine data for each program
·        
synthesize
data collected for easy reporting
·        
Create
a database to track In real time program’s progress on project outputs,
impacts, and Indicators
·        
Have
a responsibility designing (or customize) and testing of a simplified software
database for project beneficiaries data at the sector and district levels;
·        
Integrate
Programs Indicators in the computerized data reporting system
·        
facilitate
trainings of staff and partners in data collection techniques and methods
·        
analyze
data and provide appropriate feedback to programs and departments

2. Evaluation

·        
Actively
participate In the design of surveys and oversee their conduct, both
qualitative and quantitative to ensure that project goals are being met
·        
doing
data entry, cleaning and analysis by appropriately using technology to
facilitate the work
·        
play
a key role in organization research and development

3. Reporting

·        
Report
organization data as appropriate to different stakeholders who have reporting
systems.
·        
Ensure
that reporting needs of the organization are met and all programs are reporting
adequately
·        
Train
staff and stakeholders In reporting and data dissemination
·        
In
collaboration with program staff organize feedback meetings with key
stakeholders
·        
File
and archive Important documents for an easy and quick retrieval when needed

Requirements

·        
Bachelor’s
degree in Social Sciences (Demography or Sociology), development economics,
statistics, or any field relevant to monitoring and evaluation.
·        
Thorough
knowledge of statistics and research methodology, including quantitative and
qualitative research methods, tools, techniques.
·        
Strong
analytical skills, including ability to gather and analyze a variety of
information pertaining to issues and to develop appropriate recommendations for
action.
·

in conducting evaluation

in community development projects
·        
experience
in facilitation of training programs.
·        
Advanced
computer skills in a Windows based environment including the Microsoft Suite.
Ability to use statistical analysis software.
·        
Strong
skills in data base systems (Access and SQL server) , particularly in designing
and writing SQL queries; and strong skills in statistics software such as SPSS,
EPI info and STATA
·        
Fluency
in written and oral in Kinyarwanda, French, and English.
·        
Minimum
of two to five years of experience, preferably with an international NGO, Including
successful report and document writing, process planning, and monitoring and
evaluation.
