World Learning Monitoring and Evaluation Specialist – Liberia GSM Job Vacancy in Liberia

Program Description:
Liberia Grants Solicitation and Management (LGSM) is a USAID – funded program that focuses on grants solicitation and management and capacity building in the health sector in Liberia. The Liberia Grants Solicitation and Management project will serve as an umbrella grant making mechanism to support service delivery, training and related activities aimed at assisting vulnerable populations. The project will work closely with local organizations working in the health, social services and water and sanitation sectors as well as the Ministry of Health and Social Welfare on various capacity building activities.


The Monitoring and Evaluation Specialist will be responsible for managing LGSM’s performance management activities and assessing the quality and success of the project and its activities. The M&E Coordinator will also assist and train LGSM’s partners and sub-grantees in developing and enhancing their own monitoring and evaluation capacities so that they can meet grant requirements. Finally, the M&E Coordinator will be expected to identify examples of successful program outcomes for program performance reporting purposes.

JOB DESCRIPTION:
Specific duties and responsibilities include:
• Work in conjunction with project staff and USAID to develop effective M•&E components for RFAs;
• Design project specific monitoring and evaluation tools;
• Develop and maintain the program management database;
• Analyze, review and write annual M &E plans;
• Collect and report data based on project indicators;
• Train staff and grantees in M&E practices and disseminate findings and lessons learned;
• Assess performance of grantees in meeting M&E requirements;
• Work with LGSM’s Health and Capacity Building Coordinator and Finance/Administrative Officer to assess congruence of financial and programmatic performance by grantees;
• Identify successful program outcomes for regularly scheduled reports, as well as any incidental reports as they arise; and
• Assist Project Director with other tasks as assigned.

JOB REQUIREMENT:
Required Qualifications:
• Relevant Bachelor’s degree plus five years of relevant work experience;
• Previous experience working in the health sector in Liberia, preferably in the project focus areas;
• Experience working with international NGOs;
• Knowledge of current international health issues and initiatives;
• Experience compiling and analyzing health statistics;
• Excellent professional English written and verbal communications skills;
• Computer proficiency including a working knowledge of Excel;
• Familiarity with USAID reporting preferred;
• Detail oriented;
• Ability to work independently and as a team member;
• Ability to communicate effectively and diplomatically with USAID, beneficiaries and headquarters staff;
• Flexibility to travel to field sites to conduct assessments and evaluations as needed; and
• Familiarity with the current health context in Liberia.
