Development Specialist, Rwanda YEP Project

Effective with the
release of this position announcement, Winrock International is recruiting
local Rwandan applicants for the position of Market Development Specialist for
the anticipated USAID-funde

d “Youth Employment Project (YEP)” project in
Rwanda. The proposed objective of the project is to increase stable employment
for vulnerable youth in Rwanda. The nation-wide project will align with USAID’s
Feed the Future and have a focus on workforce readiness and youth
entrepreneurship.

The
responsibilities, duties, and qualifications are described in the attached
position description. Position is contingent upon receipt of donor funding.

Description

POSITION
TITLE:

Market Development Specialist, Rwanda Youth Entrepreneurship Project (YEP)

LOCATION: Rwanda

DEPARTMENT: Civil Society & Education

REPORTS TO: Chief of Party (COP)

Position
Summary:

The Market
Development Specialist will be responsible for providing leadership in
developing the technical aspects of the program related to workforce readiness
training, youth entrepreneurship, and connecting youth to current employment
opportunities in Rwanda. The position is contingent upon receipt of donor
funding.

ESSENTIAL
RESPONSIBILITIES:

·        
Provide
strategic leadership of all programmatic activities concerned with employment
and livelihoods for youth, income generation programs/opportunities, youth
entrepreneurship, and internships.
·        
In
coordination with a team, develop and oversee implementation of youth workforce
readiness and entrepreneurship work plans/targets, budgets, and reports.
·        
Coordinate
strategy and activities with any implementing partners, national and local
government authorities involved in and responsible for education and economic
development.
·        
Serve
as liaison with private sector employers as well as youth-oriented
organizations to facilitate relationships with youth.
·        
Manage
and mentor staff in workforce readiness, youth entrepreneurship trainings, and
connecting youth to market opportunities and networks.
·        
Coordinate
closely on data collection to measure impacts as well as track program
graduates and employment opportunities.
·        
Serve
as technical lead in at least four of the following areas and supervise staff
and/or consultants in the remaining areas: workforce readiness, entrepreneurship,
leadership, workforce development service delivery system, youth
apprenticeships, internships, youth-serving organization capacity building, job
placement support, labor market analysis, microfinance, non-agriculture and
agricultural off-farm market opportunities.

QUALIFICATIONS
AND BACKGROUND:

Education:

·        
Master’s
degree in economics, business, international development, public policy,
education or other related field; Bachelor’s degree in a relevant field with 8
years of experience may be substituted for a Master’s degree.
·        
Supplemental
training in workforce readiness, entrepreneurship, monitoring and evaluation,
gender analysis/mainstreaming, microfinance preferred.

Work
Experience:

·        
Minimum
seven years’ experience working in projects promoting stable employment for
youth interventions in areas including skills training, micro-lending,
micro-savings, employment generation, alternative/additional income generation
for youth, youth employment, community mobilization for donor-funded
development programs required.
·        
Experience
in the development of markets, value chains, and enterprises in rural contexts,
including experience working with and targeting youth populations.
·        
Experience
working successfully with government ministries engaged in promoting improved
livelihoods and education for youth, as well as experience working with the
private sector, employers’ organizations, trade unions, or comparable entities.
·        
Management
experience on projects that boost the performance of rural micro and small
enterprises through the use of market development principles.
·        
Experience
managing and monitoring integrated US Government programs and budgets strongly
preferred.
·        
Excellent
track record of achieving results in similar rural market development
activities, demonstrated high level leadership, interpersonal, technical, and
analytical skills.
·        
Demonstrated
technical expertise in four of the following areas: non-agriculture and
off-farm agricultural activities, public-private partnerships, enterprise
development and incubation, vocational education/training, microfinance access,
youth and women’s empowerment, NGO capacity building, and market-oriented
workforce readiness.
·        
Experience
with public-private partnership building, working with labor unions, farmers
associations, and youth.
·        
Experience
with skills training and apprenticeships for legally working youth 15-17
preferred
·        
Knowledge
of youth employment issues in Rwanda is required.
Skills:
·        
Strong
skills in financial management, writing, monitoring and evaluation required.
·        
Excellent
written and oral communication skill in English is required. Proficiency in
French and/or Kinyarwanda is preferred.
