1. MONITORING
& EVALUATION OFFICER
Water
For People is a USA-based non-profit organization that aims at improving
people’s quality of life by supporting the development of locally sustainable
drinking water resources, sanitation facilities, and health and hygiene
education programs. Water For People is currently operating in 10 countries
in Latin America, Asia and Africa.
In
Rwanda, Water For People was registered in April 2008. Currently, it is
working in two districts namely Rulindo in the Northern Province and Kicukiro
in the City of Kigali where it supports water supply, sanitation and hygiene
education programs.
JOB
SUMMARY
The
Monitoring & Evaluation Officer, in close coordination with the Country
Director is responsible for coordinating the development and
implementation of a comprehensive
organizational monitoring & evaluation system to
enhance impact monitoring, quality control and evaluation in order to improve
internal processes and results delivery.
MAJOR
DUTIES AND RESPONSIBILITIES
Monitoring
- Develop
a system for monitoring implementation of projects, Input – Output –
Outcome
- Track
delivery against Water For People—Rwanda goals and objectives, including
establishing baselines to gauge and support the performance of the program.
- Lead
the analysis of data collected under the monitoring framework for
assessment of progress and areas for improvement.
- Support
the design and implementation of baseline assignments and other surveys
and gathering information for reporting and periodic updates using the
FLOW (Field Level Operations Watch) methodology;
- Develop
appropriate monitoring tools and train Water For People—Rwanda
team and partners on the use of those tools;
Reporting
Prepare
concise bi-annual reports and produce a synthetic and analytical
progress report to guide management decision-making;
- Provide
regularly synthesized and updated reports on the status of
implementation against Water for People–Rwanda strategic goals and
objectives.
- Contribute
to organizational learning by preparing and disseminating data, lessons
learned, good practices and statistical and qualitative to Water For
People staff, partners and other stakeholders, and organize periodic
organizational learning events to share best practices.
- Develop,
design and administer an online database, on program learning and make
it streamlined, accessible and relevant across all Water for People
operations.
Evaluation
Conduct
and/or supervise periodic evaluations of the Programs’ and
Thematic Strategies and their contribution to the achievement of overall
results;
- Put
in place systems and mechanisms for collecting data to monitor the
development of defined indicators under the comprehensive reporting
framework;
- Put
in place Implement a suitable Management Information System capable of
generating information for Water For People—Rwanda reporting and lessons
learnt.
- Supervise
consultants contracted to complete a specific piece of work in support
of the Water For People—Rwanda Evaluation System, and approve their
final deliverables
- Provide
technical assistance and data for the M&E component of grant
proposal development;
QUALIFICATIONS,
EXPERIENCE & SKILLS
- Rwanda
Citizen
- At
least 3 years in a similar position (Monitoring and Evaluation Officer)
- At
least 1 year working with water and sanitation-related activities
- Advanced
computer skills including proficiency Excel, Word, PowerPoint, and
outlook
- Demonstrated
strong written and verbal communication and organizational skills
- Strong
problem solving skills
- Self-starter
and ability to undertake tasks without intensive supervision
- Maintain
sound ethical principles, integrity and transparency of due process
- Fluent
in English, knowledge of French would be an advantage
Education
& Formal Training
At
least Bachelor’s degree in Social Sciences, Management or any related fields

position will be based in Kigali, with regular travel to program sites

2. GRANTS
MANAGER POSITION
Water
For People is an international non-governmental organization (NGO) that works
with people and partners to develop innovative and long-lasting solutions to
the water, sanitation, and hygiene problems in the developing
countries. The organization strives to continually improve, to
experiment with promising new ideas, and to leverage resources to multiply
its impact.
Water
For People is currently operating in 10 countries in Latin America, Africa,
and Asia. In Rwanda, Water For People work in two districts (Rulindo and
Kicukiro) where it supports water supply, sanitation and hygiene education
programs since 2008.
Water
For People—Rwanda is currently managing several grants from various funders,
and we anticipate that the number and level of complexity of these grants
will continue to increase. The Grants Manager—Rwanda reports to the Country
Director, will work in partnership with his or her colleagues in the Rwanda
Country Program, as well as with the International Programs team in Denver to
oversee the stewardship of the grants making up Water For People—Rwanda’s
portfolio.
She
will also be responsible for gathering programmatic and financial information
and writing concise and compelling grant reports in a timely manner per grant
agreements. The position is also responsible for actively identifying and
researching prospects, and compiling financial and non-financial data for
grant proposals.
The
Grants Manager must demonstrate understanding of organizational priorities,
mission, vision, values and strategic goals and objectives.
Essential
Job Functions and Duties:
- Update
and maintain the grants reporting calendar.
The
Grants Manager—Rwanda will maintain grant reporting schedules, work with
program teams to draft narrative and financial reports prior to donor
deadlines, review reports for consistency with project objectives and timelines,
as well as for adherence to donor requirements, and edit reports prior to
submission to the donor.
- Monitor
financial stewardship of grants. Monitor spending rates of all
active Country Program grants on a monthly basis, working with staff and
the finance team, as well as the Senior Strategic Program Manager and
the Senior Manager Program Finance & Compliance to identify and
resolve any problems related to spending rates.
Ensure
proper restrictions are placed on funds in the accounting software.
Monitor donor pledge payments and ensure that Water For People—Rwanda is
receiving funds on time.
- Manage
internal and external communications. Manage in-country donor
relationships and communication with in-country donors. Manage
communication with funder relationship managers in Denver, regarding
reporting deadlines and project extensions, and respond to funder
requests for information. Follow up with Water For People staff to
ensure internal deadlines are met and information needed for proposals
and reports is provided on time.
- Identify
funding opportunities and support proposal development. The position
will work with the Country Director and the Regional Manager to identify
opportunities for fundraising. S/he will work with the Country Director
to develop proposals, and will communicate with the Regional Manager and
the International Program.
- Perform
other duties as assigned.
Qualifications,
Experience & Skills:
- Rwandan
Citizen
- 2-3
years in a similar position (grants management)
- Experience
as a donor liaison, especially working with bilateral and multilateral
organizations
- 1-2
years working with water and sanitation-related activities
- Advanced
computer skills including proficiency Excel, Word, PowerPoint, and
outlook, and a comfort working with budgets, financial reports, and
analyzing the results
- Demonstrated
strong written and verbal communication and organizational skills
- Strong
problem solving skills
- Fundraising
experience
- Common
sense to make judgments about a situation requiring deviations from
routine tasks.
- Self-starter
and ability to undertake tasks without intensive supervision
- Maintain
sound ethical principles, integrity and transparency of due process
- Fluent
in English, knowledge of French would be an advantage
Education
& Formal Training:
- Master’s
degree in Business Administration, Project Management or any related
fields
- Bachelor’s
degree in the same fields with at least 5 years working experience on a
similar position.
