Role
overview
VSO Rwanda is looking for a dynamic and competent Rwanda national with
extensive experience in planning, monitoring, reporting and evaluation to be
our Learning, Impact and Accountability Manager (LIAM). This person will play a
vital role in contributing to a vision of a Rwanda without poverty through
bringing people together.

Working
within the extended programmes team, the LIAM will:
– Lead and manage a
small team responsible for the development and adaptation of appropriate core
programmes standards and processes for effective strategic and performance
management
– Ensure the implementation and compliance with the global core Monitoring,
Evaluation and Reporting framework in country
– Work closely with Technical Advisors in developing robust, simple and fit for
purpose M&E processes to the support the effective implementation of
M&E plans by Programme Managers, Volunteers and partners
– Advise regularly the CD and Senior Management Team on the progress against
the strategy development at Country Programme, Programme and Project levels
– Responsible for the effective communication of the VSOR’s impact to various
audiences
– Be part of the Senior Management Team and deputise for the CD when necessary

Skills,
qualifications and experience required
Suitable candidates should have:
– Education: Master level or equivalent such as Statistics, social sciences or
related field;
– Extensive experience in monitoring, evaluation (research), accountability and
learning using either/ both quantitative and qualitative methodologies;
– Experience in developing and implementing M&E systems and frameworks in
an NGO environment
– Strong computer skills and data management including statistical packages
(SPSS, ATLAS.ti and/or STATA, EPI Info);
– Proven experience in Planning, monitoring, evaluation and/or research using
either/ both quantitative and qualitative methodologies;
– Experience in developing and implementing M&E systems and frameworks in
an NGO environment
– Strong computer skills and data management including statistical packages
(such as SPSS, EPI Info);
– Fluency in spoken and written English. The knowledge of French is desirable
– Good interpersonal skills
