Vision For a Nation Foundation is a UK-based charity working to fulfill the vision correction needs of under-served populations in the developing world. Our aim is to make low-cost eyeglasses, including adjustable
eyeglasses, available to populations where access to eye care services is limited.
Vision for a Nation Foundation in Rwanda is the first national level programme with the aim of providing all Rwandans aged 8 years and above access to free vision assessments and eyeglasses to all who need them.
In March 2012 a Memorandum of Understanding has been signed with the Ministry of Health to make eyeglasses available to the Rwandan population by training Health Centre personnel to conduct vision assessments and to make eyeglasses available for dispensing in every Health Centre.
Position Summary:
Job Title: Programme and Logistics Officer
Location: Kigali, with extensive in-country travel
Reports to: Programme Manager
The Programme and Logistics Officer will have dual responsibilities:
1. Work with and support the Programme Manager in the organization, management and monitoring of the nationwide training programme for primary eye care personnel, as well as take the lead in the organization and coordination of the resources needed to ensure successful implementation of programme, while ensuring compliance with VFANF strategies and policies
2. Manage programme assets, vehicles and products by establishing and applying best practice in the management of the programme logistics, with direct responsibility for the importation, clearance and central warehousing, and monitoring of the distribution of the eyeglasses critical for the programme.
The Programme and Logistic Officer will ensure that effective logistic systems are in place and functioning at all times and will promote cost effective and transparent culture across the supply chain management.
Specific Responsibilities:
Eye Health Training Programme:
• Support the Programme Manager in the organisation of the training programmes in all Districts.
• Provide technical expertise on Eye Health programming across the organisation and with stakeholders.
• Follow up District approval by coordinating with the District Health Office, the District Hospital(s) and other stakeholders the details of training participants, dates and times.
• Identify appropriate training venues in each district.
• Work with the Staff Ophthalmic Technicians to ensure the timely implementation of the training programme in each District.
• Ensure that training materials and eyeglasses are available to the Staff Ophthalmic Technicians before the training in each district.
• Work with the Programme Manager to implement the post-training monitoring system.
• Carry out additional tasks as agreed with the Programme Manager.
Procurement and Management of Programme Products.
• Assume responsibility for the procurement of programme products and related services in compliance with VFANF’s policies and procedures.
• Work with the Programme Manager to establish and manage the Quality Assurance System feedback on programme products in collaboration with district Health Centres and Hospitals.
• Keep records and maintain contacts with suppliers of products and related services, and conduct price comparisons among them, in order to get best value for money.
• Manage the process of importation and customs clearance of programme products.
• Oversee the process of distribution of eyeglasses in close communication with the central and district-level warehousing and distribution stakeholders.
• Keep a tracking system for all procurement and distribution of programme products.
Vehicle management
• Implement systems to regulate the use of vehicles and plan for the transportation needs in order to optimally serve the needs of the programme.
• Ensure that vehicles are used in the most cost effective and efficient way and the utilization complies with organizational standards of vehicle management and accountability.
• Ensure that all staff are aware of VFANF rules and regulations for vehicle usage, and that all drivers are competent and conversant with vehicle safety and security guidelines.
• Arrange for inspection of vehicles and ensure compliance with Government rules.
• Ensure that the drivers correctly complete vehicle logbook, logging all the journeys made, fuel consumption, maintenance and repairs.
• Monitor and report on fleet performance, cost, efficiency and status.
• Effectively manage and supervise the drivers and any driver for hired vehicles.

Qualification and Experience.
• Graduate/postgraduate
• Minimum of three years experience in Eye Health programmes, preferably with International NGOs.
• Experience of Eye Care training programme planning and implementation in Rwanda.
• Experience of management of medical equipment importation processes and related regulatory framework.
• Experience of working with District Health Offices, District Hospitals and Health Centres.
• Experience of programme finance management.
Language Requirements.
Fluency in Kinyarwanda and in written and spoken English.
