USAID/Rwanda is seeking an Ordinarily Resident

BASIC FUNCTION OF POSITION
The selected candidate will serve as the principal
advisor to the Executive Officer in human resources matters and implements,
direct, and perform the function of the Human Resources Unit in order to
provide human resources services to American and Rwandan employees. The

QUALIFICATIONS REQUIRED

Education (20Pts):
A university degree in Human Resources Management,
Public Administration, Business Management, Contracting or a related field-is
required. A graduate degree in one of these fields is desired.

Prior Work Experience (30Pts):
At least three years of progressively responsible
experience in HR management. Ideally, one to two years of this experience will
be in an organization that provides direct experience in working with the USG,
or another international non-governmental organization in English Language
environment. Prior USAID experience is desirable.

Language Proficiency (10Pts):
Level IV (fluent) – oral and written English

(PAM/FAH) on compensation, position classification, HR administration, and
training; a good knowledge of host-country labor law, and prevailing practice
in compensation and employment; and, a thorough knowledge of USAID and USG
personnel administration principles and benefits for all categories of USAID
international staff in Rwanda. The work requires a good understanding of
position classification and organization development principles, and knowledge
of USPSC and TC¬NPSC contracting. A working knowledge of USG travel
administration rules, regulations, and practices is needed.

solutions, and handle requests and complaints promptly, effectively, and
diplomatically with all levels of American, TCN, and FSN employees, Embassy and
USAID/Washington counterparts, and, from time to time, GoR officials as well.
The Assistant must be able to work under pressure, and to make decisions
quickly and independently when dealing with emergencies.
