The Embassy of the
United States of America in Kigali is recruiting for the position of
Office Assistant/HR Rover. The position is
available to start April 22, 2013.
BASIC FUNCTION OF POSITION
As the sole
secretary to the Regional Security Office, provides administrative and clerical
support to ensure the continuous provision of routine security services to the
United States Mission in Rwanda 30 hours a week. As HR Rover the incumbent will
perform clerical support to ICASS users 10 hours a week. This position is
supervised by the Regional Security Officer 75% of the time and by Human
Resource Specialist 25% of the time. Applicant must hold or be eligible for a
Top Secret clearance.

QUALIFICATIONS
All applicants must
address each selection criterion detailed below with specific and comprehensive
information supporting each item:
- High school diploma
required. - A minimum of three years
experience in office management or administrative program support and
logistics required. - Level IV spoken and
written English required and will be tested. - No prior
official/professional training or certificates are a prerequisite;
however, in order to work at full job performance the incumbent must be
able to master Microsoft Office applications, the Dept of State SMART
cable application, and the DS GLID badge issuance system. - The ability to work
independently is a must. Effective writing skills are required to
draft cables and memos for RSO approval and signature. Effective
oral and written communication, plus good customer service skills,
required to respond and direct all incoming inquires and requests, in
emails and telephone calls received from within and outside the Mission.
Must hold a valid U.S. driver’s license.
SELECTION PROCESS
When equally
qualified, US Citizen Eligible Family Members (AEFMs) and U.S. Veterans will be
given preference. Therefore, it is essential that in the application the
candidate fully address the required qualifications above.
ADDITIONAL SELECTION CRITERIA
1. Management will
consider nepotism/conflict of interest, budget, and residency status in
determining successful candidacy.
2. Current employees
serving a probationary period are not eligible to apply.
3. Currently
employed US Citizens EFMs who hold a FMA appointment are ineligible to apply
for advertised positions within the first 90 calendar days of their
employment.
4. Currently
employed NORs hired under a Personal Services Agreement (PSA) are ineligible to
apply for advertised positions within the 90 calendar days of their employment,
unless currently hired into a position with a When Actually Employed (WAE) work
schedule.
