Development Communication (Urunana DC) is a not-for-profit Rwandan NGO which
was founded in 2004 and registered under Minist
erial order # 138/11 of 26th
December 2006. The Mission of the organization is to contribute to the
development and well being of the communities in Rwanda through innovative,
creative and interactive communication and social services. Urunana DC
implements a Social and Behaviour Change Communication (SBCC) program that
largely focuses on health issues. The program is mainly funded through donor
funded projects that focus on social and behaviour change communication.
Urunana DC’s SBCC program activities include: Production and broadcast of
Urunana radio soap opera broadcast on Radio Rwanda and Radio Ten weekly,
Umuhoza Radio Magazine broadcast on Radio Ten, production of radio spots, radio
sketches, serial mini drama and Community outreach drama shows.
Urunana radio soap currently has a listenership estimated above 70% in Rwanda.
The Urunana DC has been implementing the SBCC program for over 13 years since
2014 when the organization was formed. Over the years, the financial
sustainability of the program has been a big challenge resulting from unstable
donor funding which is the main source of funding to the program. As a result,
the strategic orientation of the organization including the organizational structure
needs to be assessed so that a more sustainable strategic plan in light of the
current and projected project donor trends is developed.

consultant to carry out an assessment of the organization (Urunana DC) with the
aim of proposing a more sustainable strategic orientation of the
organization including a sustainable organizational structure which should
facilitate the implementation of the Urunana DC’s SBCC program.The successful
bidder shall have demonstrable skills and experience in reviewing the existing
policies and strategies including statutory and by laws of the organization.
He/she shall have demonstrable skills and experience in reviewing the financial
capacity of the organization particularly with regard to resource mobilization,
resource/financial management and accountability and also expertise in
reviewing SBCC programs.

organizational structure that matches with the current sources of income
to align positions with current projects (In the details, he/she will
review positions and/or suggest new ones); - Propose
short and long term strategies to address high risks identified but also
potential risks.
outcomes/deliverables:
- An
inception report at the commencement of the consultancy written in English
showing the background, rationale, methodology, timelines and assessment
tools. The report has to be approved by Urunana DC Board of Directors
before the assignment starts. - Preliminary
report of findings presented to Urunana DC Board of Directors. - Final
report of the assessment submitted to Urunana DC Board of Directors,
properly bound in two copies one of which is the original. A soft copy of
the final report will be submitted on a CD-Rom.

- Must
possess a master’s degree in social sciences, Public health, Public Health
majoring in health promotion and education, mass communication or
development studies - Must
have at least 5 years proven experience in organizational assessment,
organizational development, including program monitoring and evaluation.
Evidence of accomplishment of similar assignments will constitute an added
advantage. - Proof
of previous exposure to Health Communication for development, and
knowledge of Rwanda health policies. - Must
be fluent in English with strong report writing skills.
